Досвід централізованого управління розвитком кластерів туризму і рекреації арабських держав Перської затоки

Abstract

Метою дослідження є вивчення досвіду стрімкого розвитку кластерів туризму і рекреації, що наявний у арабських державах Перської затоки. Основними результатами дослідження є наведений аналіз досвіду управління розвитком кластерів туризму і рекреації арабських держав Перської затоки, з погляду перспектив швидких кластерних трансформацій регіональної економіки. Авторами констатовано, що цей процес може бути більш ефективним, якщо підтримуватиметься харними сервісами. Для Україні, де активно ідуть реформи з децентралізації, зокрема, створюються нові об'єднані громади, хмарні сервіси здатні не тільки створити інфраструктуру для зберігання даних необхідних для розвитку регіональних стратегій розвитку кластерів та забезпечення системного опису їх діяльності. У хмарному сервісі кластеру можливо зменшити некеровані процеси, щодо яких неможливо змінити їх спрямованість і характер. Introduction. The purpose of the study is to examine the experience of the rapid development of tourism and recreation clusters in the Arab Gulf States. The main findings of the study are a systematic analysis of the experiences in managing the development of tourism and recreation clusters in the Arab States of the Persian Gulf from the perspective of the rapid transformation of the regional economy into clusters. The author analysed the experience of the cluster development of the resort clusters of the Sultanate of Oman and experience in the cluster development of the Kingdom of Bahrain resort clusters. The conclusions. The study was conducted from the perspective of the rapid cluster transformation of the regional economy. Analysis indicates that clustering can be more effective if supported by cloud services. These services are quite effective because they generate data on the activities of the clusters that should and should not be managed. For Ukraine, where decentralization reforms are being actively pursued, in particular, new integrated communities are being created, in accordance with the Law of Ukraine «On voluntary association of territorial communities» Cloud services can not only provide the infrastructure for storing the data needed for the development of regional cluster development strategies and provide a systematic description of cluster activities. In a cloud, it is possible not just to identify well-managed cluster development processes (which are subject to change because of their perceived influence on them), but to significantly reduce unmanageable processes in which their direction and character cannot be changed. This is important, as the balance between these processes is the basis for more effective management within the associations of territorial communities and the regional management of tourism, recreation and resorts.
