Моніторингова оцінка господарського потенціалу Карпатського регіону з позицій сталого розвитку

Abstract

У статті запропонована моніторингова оцінка господарського потенціалу Карпатського регіону з позицій сталого розвитку. Виявлено основні поняття сталого розвитку та запропоновано власне визначення, що сталий розвиток господарського потенціалу Карпатського регіону можна визначати як збалансований стан ресурсів, який забезпечує позитивний вплив на фінансово-економічну, екологічну та соціальну складові розвитку як регіону, так і його зовнішнього середовища. Також автор побудувала механізм забезпечення сталого розвитку Карпатського регіону, до якого входить як науково-методичне забезпечення вирішення проблем регіону, так і моніторинг сталого розвитку. Встановлено, що на розвиток господарського потенціалу впливають такі чинники сталого розвитку, як підвищення рівня кваліфікації кадрів, навчання кадрів, підвищення соціально-економічного рівня життя працівників підприємства, екологічне виробництво, маркетингові інструменти підвищення рівня продажів, що сприяють економічному зростанню, інновації та НДДКР та інвестиційна активність формується динамічна стійкість промислового підприємства. Запропоновано алгоритм побудови й управління моніторингової оцінки господарського потенціалу Карпатського регіону з позицій сталого розвитку. Окреслено важливість сталого розвитку «зеленої» економіки та з’ясовано її принципи.

In this article it has been suggested the monitoring assessment of the economic potential of the Carpathian region in terms of stable development. It has been revealed the main concepts of stable development. It has also been suggested the own definition that stable development of economic potential of the Carpathian region can be defined as balanced condition of resources, which provides a positive effect on financial and economic, ecological and social components of development either in the region and in its external environment. The author has also built the mechanism for providing stable development of the Carpathian region, which includes both scientific and methodical maintenance for solving problems of the region and monitoring the stable development. It has been determined there are some factors of stable development, which influence on the development of economic potential, such as increasing the level of employees qualifications, staff education, increasing the level of socio-economic life for enterprise workers, ecological production, marketing instruments for increasing the sales volume. These factors facilitate economic growth, innovations, R&D and investment activity, what leads to dynamic sustainability of industrial enterprise. It has been suggested the algorithm for construction and management of monitoring assessment of economic potential of the Carpathian region in terms of stable development. It has been drawn the importance of stable development of “green” economy and figured out its principles, which include equality and fairness of resource allocation between nations, generations and genders; carefulness in accordance with social consequences and influence on environment; understandance of high value natural and social capital: internalization of external ecological expenses; establishment of “green” accounting: expenses evaluation during the life cycle of production; improvement of management; effectiveness of resources usage; sustainable consumption and production; creation of “green” work places. It has been drawn the principles of development of the economic potential of the Carpathian region in the context of stable development: the activity should be subdued to laws of nature and restrictions, which are defined by those laws; priority of national interests, national culture and national identity in generally civilized onward of the global community; the result, received from economic activity, cannot be lower that harm, done to natural environment; inadmissibility of extensive use of natural resources; natural resources of Ukraine belong to its nation and compose material basement of its existence, regardless the forms of ownership, they should be used considering the needs of current and future generations; intellectual potential of the nation as leading productive force of the Ukrainian society should permanently increase and improve; providing person’s health and their social security are considered to be the priority policy of the state; all transformations should be aimed at establishing the footholds of humanism, democracy and values of civil society.
