Механізм розробки критеріїв районування Карпатського регіону з врахуванням основних чинників формування господарського потенціалу

Abstract

Специфіка географічного положення Карпатського регіону полягає в тому, що він розташовується на межі Західної і Східної Європи, більшу частину його території займає Карпатська гірська система, крім того, області, що входять до регіону, належать до прикордонних територій України. Запропоновано механізм розроблення критеріїв районування Карпатського регіону з урахуванням основних чинників формування господарського потенціалу. З’ясовано, що господарський потенціал регіону формується з використанням усіх наявних ресурсів, здатних забезпечувати довгострокове функціонування та досягнення стратегічних цілей. Виокремлено територіальну структуру індексу промислової продукції Карпатського регіону, територіальну структуру ВРП регіону та у розрахунку на одну особу, подано карту капітальних інвестицій Карпатського регіону і кількості населення у ньому. Запропоновано територіальну структуру кількості пенсіонерів у згаданому регіоні та наявного доходу на одну особу, а також карту насиченості лікарняними закладами. З екологічної складової запропоновано карту-схему викидів забруднювальних речовин та діоксиду вуглецю, а також територіальну структуру утилізації ТПВ у Карпатському регіоні.

The article suggests the mechanism of developing criteria of the zoning the Carpathian region considering the main factors of the economic potential formation. It has been found out that the economic potential of the region is formed by using all the available resources, which are suitable to provide the long-term functioning and reaching all strategic goals. The author has defined that nowadays the main condition of the region development is not creating or increasing the economic potential in general, but using the available potential, as well as its increasing in those terms, which may provide socio-economic outturn. The author has also identified that the geographical location of the Carpathian region consists in its positioning at the border of the Western and Eastern Europe. The bigger part of its territory is taken with the Carpathian mountain system. Moreover, regions, which are part of this area, belong to Ukraine borderline territories. The author considers that the mountain regions are less rich in socio-economic development possibilities in comparison with flat ones. It has been designed the mechanism of developing criteria of the zoning the Carpathian region considering the main factors of the economic potential. It has been singled out such concepts as territorial structure of the industrial production index and the GRP of the Carpathian region. What is more, considering per capita accounting, it has been suggested the map of capital investments and the number of population in the Carpathian region. The author has also offered the territorial structure of the number of pensioners in the Carpathian region and the available income per capita. The map of the saturation of the Carpathian region with medical institutions has also been put forward. In terms of the ecological component, the schematic map of emissions of pollutants and carbon dioxide has been suggested, as well as the territorial structure of solid waste disposal in the Carpathian region. The author has figured out that the problem of the economic potential sufficiency of these regions is one of the most topical in Ukraine. It has also been determined that the concept of economic potential managing of the Carpathian region should consist in its signification, estimation and designation of ways of efficient usage of the available potential what will allow to solve problems and increase growth opportunities. Currently, the local government policy in the Carpathian region should be aimed at providing stable development. First of all, it concerns ecological and economic as well as investment and innovation components of the economic potential of the region. The author reckons that nowadays it is the high time to establish target approaches to the methods for estimating the potential of the region.
