Особливості надання соціальних послуг в Україні

Abstract

У статті розглядається проблема функціонування соціальних послуг в Україні, зокрема особливостей їх надання. Актуальність теми зумовлена наявним дисонансом між задекларованим у нормативно- правових актах спектром соціальних послуг й механізмом їх реалізації та фактичним станом питання. Окрім того, значно вплинули на сферу соціальних послуг явища децентралізації та деінституалізації. Корективи здійснюються й в умовах карантинного режиму через Covid-19. Було залучено такі методи дослідження, як аналіз чинних нормативно-правових документів, огляд, систематизація та узагальнення даних, оприлюднених на офіційному сайті Міністерства соціальної політики України, щодо функціонування механізмів надання соціальних послуг, метод аналізу актуальних наукових розвідок із теми. У результаті дослідження проаналізовано сучасну законодавчу базу з надання соціальних послуг; визначено спектр новацій щодо конкретизованого обсягу кожного різновиду соціальної послуги. Визначено коло проблем, що потребують нагального вирішення. Зокрема, декларативний характер змісту соціальних послуг, тобто великі розбіжності між законодавчо закріпленим обсягом послуги та її функціонуванням на практиці через брак фінансування та невідточеність практичних механізмів реалізації законодавчо закріпленого соціального пакету. Негайної корекції вимагає також нерівномірність кількісного розподілу центрів із надання соціальних послуг відповідно до обсягу населення регіону; низький рівень залученості волонтерських, громадських організацій та сфери бізнесу до функціонування соціальної сфери держави в цілому; відсутність ефективних моделей взаємодії між ними.

The aim of the article is to consider the issue of functioning of social services in Ukraine, in particular the peculiarities of their provision. The urgency of the topic is due to the existing dissonance between the spectrum of social services declared in regulations and the mechanism of their implementation and the actual state of the issue. In addition, the phenomena of decentralization and deinstitutionalization have signifi cantly affected the sphere of social services. Adjustments are made in the conditions of a quarantine mode through Covid-19. Research methods used: analysis of current legal documents, review, systematization and generalization of data published on the offi cial website of the Ministry of Social Policy of Ukraine on the functioning of mechanisms for providing social services, method of analysis of current scientifi c research on the topic were involved. As a result of the research, the modern legal framework for the provision of social services is analyzed; the range of innovations concerning the specifi ed volume of each kind of social service is defi ned. A range of problems that need to be addressed urgently has been identifi ed. In particular, the declarative nature of the content of social services, ie large differences between the statutory scope of the service and its functioning in practice due to lack of funding and lack of practical mechanisms for implementing the statutory social package. Immediate correction is also required for the uneven quantitative distribution of social service centers according to the population of the region; low level of involvement of volunteer, public organizations and the business sphere in the functioning of the social sphere of the state as a whole; lack of effective models of interaction between them.
