Вплив євроінтеграційних процесів на покращення ефективності організації діяльності органів виконавчої влади

Abstract

У статті досліджено можливості використання досвіду європейських країн для формування нової моделі публічного управління з дієвими механізмами взаємозв’язку влади і суспільства, які б сприяли розвитку громадянського суспільства. Проаналізовано основні принципи «належного врядування» (Good Governance) та виокремлено проблемні питання їх реалізації в Україні. Теоретично обґрунто- вано ефективність моделі «належного врядування» та доцільність подальшого впровадження принципів цієї моделі. Визначено, що кон- цепцією «належного врядування» в Україні є не досягнення результату будь-якою ціною, а побудова прозорого, заснованого на широкій участі громадян процесу реалізації політики в інтересах більшості. Акцентовано на ефективності імплементації досвіду європейських країн щодо вдосконалення адміністративно-територіального устрою країни, оскільки сучасний територіальний устрій України та наявний розподіл повноважень між органами влади стали перешкодою для подальшого розвитку економіки держави. Обґрунтовано, що подаль- ше реформування регіональної політики України з урахуванням європейських стандартів та принципів регіонального розвитку має спря- мовуватися на остаточний перехід до політики децентралізації державного управління, повсюдності місцевого самоврядування та опти- мізації територіальної організації влади на принципах субсидіарності, забезпечення надання інституційної та інвестиційної підтримки усім регіонам, забезпечення державних гарантій для іноземних інвесторів. Крім того, доцільно на загальнодержавному рівні сформувати нормативно-правову базу щодо подальшого впорядкування адміністративно-територіального устрою, визначити можливість забезпе- ченості фінансовими, кадровими, інфраструктурними ресурсами, надати змогу формувати та використовувати фінансово-інвестиційні ресурси на місцях, узгодити компетенції та відповідальності усіх гілок влади. The author of the article has studied the possibilities of using the experience of European countries for the formation of a new model of public administration with effective mechanisms of relationship between government and society, which would contribute to the development of civil society. The basic principles of “good governance” have been analyzed and the problematic issues of their implementation in Ukraine have been distinguished. The effectiveness of the “good governance” model and the feasibility of further implementation of the principles of this model have been theoretically substantiated. It has been determined that the concept of “good governance” in Ukraine is not to achieve the results at any cost, but to build a transparent process based on a broad participation of citizens in implementing the policy in the interests of the majority. The emphasis has been placed on the effectiveness of the implementation of the experience of European countries for improving administrative and territorial structure of the country, since the current territorial structure of Ukraine and the existing division of powers between the authorities became an obstacle to further economic development of the country. It has been substantiated that further reform of Ukraine’s regional policy taking into account the European standards and principles of regional development should be aimed at the final transition to the policy of decentralization of public administration, ubiquity of local self-government and optimization of territorial organization of power on the principles of subsidiarity; ensuring the provision of institutional and investment support to all regions; ensuring state guarantees for foreign investors. Besides, it is advisable to form a regulatory base at the national level for further streamlining administrative and territorial structure, to determine the possibility of providing financial, human, infrastructural resources, to provide the possibility to form and use financial and investment resources on the local level, to coordinate competencies and responsibilities of all branches of power.
