Доктрина економічної безпеки України – фундамент для державної політики управління економічними ризиками

Abstract

У статті автор описує концепцію комплексного нормативно-правового акта, який має визначити правові, організаційні засади діяль- ності системи гарантування економічної безпеки України. Таким документом може стати Доктрина економічної безпеки України, яка має встановити засади для ефективної взаємодії органів державної влади у процесі реагування на економічні загрози. Доктриною буде закладено фундамент для державної політики управління економічними ризиками. Ризик-орієнтована модель державного управління нині не розроблена на рівні нормативних актів: доктрин, концепцій, програм та планів дій. Автор також наголошує на важливості закладення підвалин для державно-приватного партнерства з бізнесом (суб’єктами господарювання), які є основою економіки та головними платниками податків в Україні. Запропонована модель Доктрини долучає пред- ставників бізнесу до розроблення відповідних документів та передбачає взаємодію у процесі реагування на ризики. Гарантування національної безпеки – це конституційна компетенція Президента України. Отже, Офіс Президента за участі апара- ту Ради національної безпеки і оборони України повинен узагальнити ризики з погляду відносин/війни із сусідами, торговельних воєн, мобілізаційних планів, стану військово-промислового комплексу, проаналізувати інформацію від розвідки і контррозвідки, Міністерства закордонних справ, іноземних посольств і торгпредставників. Економічні показники та плани мають розроблятися разом із представни- ками профільного економічного міністерства. До роботи варто долучати економічних експертів, представників бізнесу та його асоціацій. Запропоновані чіткі критерії оцінки стану економічної безпеки, за якими рекомендується оцінювати стан об’єктів впливу системи гарантування економічної безпеки, наводиться перелік об’єктів захисту, якими є національні інтереси України в економічній сфері. Роз- роблення Доктрини економічної безпеки варто передбачити серед напрямів планування у сфері національної безпеки й оборони (розділ 5 Закону України «Про національну безпеку України»). Функціонально відповідальність за реагування на економічні загрози має нести Президент, але провідним органом із розроблення Доктрини має бути Міністерство розвитку економіки, торгівлі та сільського господар- ства України. In the article the author describes the concept of a comprehensive legal instrument that should determine the legal, organizational foundations of activity of the system of ensuring economic security of Ukraine. Such a document could be the Doctrine of Economic Security of Ukraine, which should establish principles for the effective interaction of public authorities in the process of responding to economic threats. Accordingly, the Doctrine will lay the foundation for the state policy of economic risks managing. A risk-oriented model of public administration has not yet been developed at the level of normative acts: Doctrines, concepts, programs and action plans. The author also notes the importance of laying the foundations for public-private partnerships with business (business entities), which are the basis of the economy and the main taxpayers in Ukraine. The proposed Doctrine model includes business representatives in the development of relevant documents and provides interaction in the process of responding to risks. Ensuring national security is the constitutional competence of the President of Ukraine. So, the President’s Office with the participation of the NSDCU should summarize the risks in terms of relations / war with neighbors, trade wars, mobilization plans, the state of the militaryindustrial complex, analyze information from intelligence and counterintelligence, the Ministry of Foreign Affairs, foreign embassies and trade representatives. Economic indicators and plans should be developed together with representatives of the relevant economic ministry. Economic experts and representatives of the business and its associations should be involved in the work. The proposed clear criteria for assessing the state of economic security by which it is recommended to assess the state of the objects of influence of the economic security system provides a list of objects of protection which are the national interests of Ukraine in the economic sphere. Development of Doctrines of economic security should be included among the planning directions in the field of national security and defense (Section 5 of the Law of Ukraine “About National Security of Ukraine”). Functionally the President should be responsible for responding to economic threats, but the leading body for the development of the Doctrine should be the Ministry of Economic Development, Trade and Agriculture of Ukraine.
