Формування інституту контрольно-наглядової діяльності у сфері надрокористування в період СРСР

Abstract

У статті досліджуються питання становлення та розвитку інституту контрольно-наглядової діяльності у сфері надрокористування в період перебування українських земель у складі Радянського Союзу (з 1917 до 1991 року). З метою дослідження інституту контроль- но-наглядової діяльності у сфері надрокористування проаналізовані історичні періоди становлення та розвитку інституту контрольно- наглядової діяльності. Наголошено, що гірнича промисловість у Радянському Союзі була одним зі складників економіки держави. У статті досліджено та проаналізовано правове регулювання інституту контрольно-наглядової діяльності у сфері надрокористування. Висловлено власне бачення авторів щодо розвитку інституту контрольно-наглядової діяльності в різні історичні періоди. Встановлено, що на початку ХХ сто- ліття розвитку інституту контрольно-наглядової діяльності у сфері надрокористування в СРСР не приділялася значна увага. Наголошено, що початок 30-х років ХХ століття позначився значними змінами в розвитку інституту контрольно-наглядової діяль- ності та формуванням системи органів, які здійснювали контрольно-наглядову діяльність у сфері надрокористування. Досліджено, що в подальших історичних етапах розвитку інституту контрольно-наглядової діяльності спостерігалися постійні зміни у структурі органів управління, які не сприяли підвищенню ролі інституту контрольно-наглядової діяльності в сфері надрокористування. Зроблено висновок про інститут контрольно-наглядової діяльності у сфері надрокористування в період перебування земель України у складі Радянського Союзу. Формування інституту контрольно-наглядової діяльності у сфері надрокористування характеризується чис- ленними варіантами змін в організаційній структурі органів контрольно-наглядової діяльності в сфері надрокористування. Акцентується увага на тому, що такий підхід не сприяв розвитку інституту контрольно-наглядової діяльності у сфері надрокористування. The article examines the formation and development of the institute of control and supervision in the field of subsoil use during the stay of Ukrainian lands in the Soviet Union (1917 to 1991). In order to study the institute of control and supervision activities in the field of subsoil use, the historical periods of formation and development of the institute of control and supervision activities are analyzed. It is emphasized that the mining industry in the Soviet Union was one of the components of the state economy. The article investigates and analyzes the legal regulation of the institute of control and supervision activities in the field of subsoil use. The authors’ own vision of the development of the institute of control and supervision and various historical periods is expressed. It is established that in the early twentieth century the development of the institute of control and supervision in the field of subsoil use in the USSR was not given much attention. It is emphasized that the early 30’s of the twentieth century marked by significant changes in the development of the institute of control and supervision activities and the formation of a system of bodies that carried out control and supervision activities in the field of subsoil use. It is investigated that in the following historical stages of development of the institute of control and supervisory activity constant changes in the structure of governing bodies were observed, which did not help to increase the role of the institute of control and supervisory activity in the field of subsoil use. It is concluded that the institute of control and supervision activities in the field of subsoil use during the stay of the lands of Ukraine in the Soviet Union of the party-authoritarian system. The formation of the institute of control and supervision activities in the field of subsoil use is characterized by numerous variants of changes in the organizational structure of the bodies of control and supervision activities in the field of subsoil use. Emphasis is placed on the fact that such an approach has not contributed to the development of the institute of control and supervision activities in the field of subsoil use.
