Використання природних ресурсів для розвитку територіальних громад

Abstract

Статтю присвячено визначенню значення та можливостей використання природних ресурсів для розвитку територіальних громад. Територіальні громади є ключовим елементом держави, від економічного, екологічного, соціального та іншого благополуччя якого зале- жить благополуччя країни в цілому. Територіальні громади зазвичай реалізують свої повноваження через органи місцевого самовря- дування, владні повноваження яких спрямовані для вирішення питань, що мають значення для успішного розвитку відповідної тери- торіальної громади. Зараз в Україні проходить реформа місцевого самоврядування, основною метою якої є децентралізація влади із забезпеченням територіальних громад ресурсами та мобілізація їхніх внутрішніх резервів для забезпечення належним рівнем послуг відповідне населення. Одним із таких внутрішніх резервів територіальних громад є земля та інші природні ресурси, що знаходяться на відповідній території. У роботі проаналізовано нормативно-правове забезпечення можливостей органів місцевого самоврядування щодо реалізації повноважень власника природних ресурсів відповідно до норм природоресурсного законодавства. Зроблено висновок, що природні ресурси, які знаходяться в комунальній власності територіальних громад, мають значення не лише як природна фунда- ментальна основа існування територіальної громади та одне із джерел фінансового наповнення їхніх доходів за рахунок оподаткування власності та користування землею й іншими природними ресурсами, але і як рекреаційний, оздоровчий, а також туристичний ресурс, що виступає основою для розвитку місцевого підприємництва та, відповідно, зростання благополуччя місцевого населення. Акцентовано увагу на необхідності впровадження конкретних дій органами місцевого самоврядування у розвитку туристичної привабливості відпо- відних територій, зокрема в інформаційній сфері, як засобу формування позитивного іміджу відповідних регіонів країни, реклами при- родничого туристичного потенціалу, екологізації підприємницької діяльності на основі встановлення пріоритету у вирішенні питань про надання дозволу на спеціальне використання природних ресурсів місцевого значення суб’єктам підприємництва, що використовують природозберігаючі технології, сприяння розвитку підприємницької діяльності, пов’язаної з переробкою відходів, та іншими способами. The article is focused on determining the value and opportunities of using natural resources for the development of territorial communities. Territorial communities are the key element of the country, whose economic, environmental, social and other well-being depends on the prosperity of the country in the whole. Territorial communities typically exercise their authorities through local self-government agencies whose authoritative powers are directed to address issues that are relevant for the successful development of the respective territorial community. Local selfgovernment reform is currently realized in Ukraine, the main purpose of which is to decentralize the authorities with the provision of territorial communities with resources and mobilizing their internal reserves to provide the appropriate level of services to the population. One of such internal reserves of territorial communities is land and other natural resources located in the respective territory. The authors of the paper have analyzed the regulatory provision of the capacity of local self-government agencies to exercise the powers of the owner of natural resources in accordance with the norms of the natural resources legislation. It has been concluded that natural resources, which are in the communal property of territorial communities, are important not only as a natural fundamental basis for the existence of a territorial community and one of the sources of financial filling of their income through the taxation of property and use of land and other natural resources, but also as a recreational resource, health-related and tourism resource, which is the basis for the development of local entrepreneurship and consequently increase the well-being of the local population. Particular attention has been paid to the necessity of implementing specific actions by local self-government agencies in the development of tourist attractiveness of the respective territories, in particular, in the information sphere as a mean of forming positive image of the respective regions of the country, promotion of natural tourist potential, ecologization of entrepreneurial activity on the basis of priority setting while resolving issues for providing permission on special use of natural resources of local importance to entrepreneurs who use environmentally aware technologies, promoting the development of waste-related business, and by other means.
