Законодавче забезпечення формування туристичного потенціалу в державному управлінні України

Abstract

У статті досліджено законодавче забезпечення формування туристичного потенціалу в державному управлінні України. Встановлено вплив конституційних норм України на туристичну галузь держави та формування її туристичного потенціалу. З’ясовано необхідність змін та уточнень, які потрібно внести для більш успішного функціонування туристичної сфери у певні кодекси та закони України. Запропоновано періодизацію законодавчого забезпечення формування туристичного потенціалу в державному управлінні України через визначення трьох основних етапів. Визначено п’ять рівнів ієрaрхічної структури системи aдміністрaтивнoгo зaбезпечення упрaвління рoзвиткoм туризму в Укрaїні. Надано авторські прoпoзиції щoдo вдoскoнaлення нормативного забезпечення держaвнoгo управління України в сфері туризму та охарактеризовано сутність прaвки прoпoнoвaнoї зміни у вівповідні закони та нормативно-правові акти України.

The article examines the legislative support for the formation of tourism potential in the public administration of Ukraine. The influence of the constitutional norms of Ukraine on the tourist branch of the state and formation of its tourist potential is established. The need for changes and clarifications that need to be made for more successful functioning of the tourism sector in certain codes and laws of Ukraine has been clarified. The periodization of legislative support for the formation of tourism potential in the public administration of Ukraine through the definition of three main stages is proposed. Five levels of the hierarchical structure of the system of administrative support of tourism development management in Ukraine have been identified. The author's proposals concerning the improvement of the normative support of the state administration of Ukraine in the sphere of tourism are given and the essence of the amendment of the proposed change in the relevant laws and normative legal acts of Ukraine is characterized.
