Еволюція засобів і технологій відкритої науки

Abstract

Анотація. Розбудовуючи глобальний інформаційний простір і суспільство знань, європейська спільнота розвиває напрям, пріоритетний для науково-інноваційної політики – відкриту науку (Open Science), що з-поміж іншого передбачає забезпечення відкритого доступу до публікацій і результатів досліджень. Розвиваючи цей напрям в Україні доцільно враховувати досвід успішних країн, глобальні перетворення й тенденції, цифровий поступ, історичні уроки. Мета статті: обґрунтувати періодизацію і визначити етапи еволюції засобів і технологій відкритої науки у світі. У статті представлено деякі результати дослідження в рамках проєкту «Хмаро орієнтовані системи відкритої науки у навчанні і професійному розвитку вчителів» (реєстраційний номер 2020.02/0310) за рахунок грантової підтримки Національного фонду досліджень України. Використано теоретичні методи: історико-педагогічний метод, узагальнення наукових та науково-методичних джерел, аналіз і систематизацію понять, праць вітчизняних і закордонних учених, експертів у сфері цифровізації освіти й науки. Розроблено періодизацію еволюції засобів і технологій відкритої науки. Характерним для І-го етапу стало стрибкоподібне зростання потоків даних та знань, поява перших ініціатив щодо забезпечення доступності наукових і культурних здобутків людства. ІІ-й етап характеризувався інтенсифікацією процесу переходу журналів і наукових репозиторіїв у відкритий формат, розробленням і поширенням програмного забезпечення для підтримки відкритого доступу, розвитком хмарних обчислень і технології Web 2.0. Результат ІІІ-го періоду – інтенсивний розвиток науково-освітніх середовищ, зумовлений процесами цифровізації, посилення тенденцій: відкритого доступу, архівування статей, обміну даними.

Abstract. Building a global information space and Knowledge Society, the European community is developing a priority area for research and innovation policy – the Open Science, which, among other things, provides open access to publications and research results. When developing this direction in Ukraine, it is expedient to take into account the experience of successful countries, global transformations and trends, digital progress, and historical lessons. The article’s purpose is to substantiate the periodization and determine the stages of evolution of open science tools and technologies in the world. The article presents some results of the research within the project «Cloud-oriented systems of open science in teaching and professional development of teachers» (registration number 2020.02/0310) implemented with grant support from the National Research Fund of Ukraine. Theoretical methods are used: historical-pedagogical method, generalization of scientifi c and scientifi c-methodical sources, analysis and systematization of concepts, works of Ukrainian and foreign scientists, experts in the fi eld of digitalization of education and science. The periodization of the evolution of open science tools and technologies has been developed. The fi rst stage was characterized by a sharp increase in data and knowledge fl ows, the emergence of the fi rst initiatives to ensure the availability of scientifi c and cultural achievements of humankind. The second stage was characterized by the intensifi cation of the process of transition of journals and scientifi c repositories to the open format, the development and dissemination of software to support open access, the development of cloud computing and Web 2.0 technology. The result of the third period was the intensive development of scientifi c-educational environments, due to the processes of digitization, increasing trends: open access, archiving of articles, data exchange.
