Процес націоналізації партійних систем України та Польщі (за результатами парламентських виборів 2019 р.)

Abstract

У статті здійснено порівняльну оцінку націоналізації партійних систем України та Польщі за результатами парламентських виборів 2019 року. Методичною основою дослідження були традиційні методологічні під ходи до розрахунків показника націоналізації партійної системи, визначені М. Джонсом і С. Мейнверінгом, Г. Голосовим. У рамках оцінки проведено аналіз встановленої партійної конфігурації кожної з країн, сформованої за результа тами виборів, визначено стан націоналізації партійної системи за обраними методиками, оцінено причини його виникнення, проведено порівняльне дослі дження картин оцінюваного показника на рівні зазначених держав. Визначено стан конфігурації партійної системи України за результатами парламент ських виборів 2019 р., який вирізнявся новими політичними силами, що при йшли в парламент як наслідок очікувань громадян щодо змін у владі країни. Проведено порівняльну оцінку картини націоналізації партійної системи обох країн за результатами виборчих кампаній 2019 р. З’ясовано, що серед ключових відмінностей розвитку, які обумовили відповідний стан зазначеної націоналіза ції, виступають: 1) стабільність партійної системи, сталий склад основних політичних гравців, які тривалий час працюють у політичному просторі, ма ють підтримку виборців, характерні для Польщі та нехарактерні для Украї ни; 2) довіра до діючих політичних сил з боку населення з огляду на реалізацію передвиборчих обіцянок, яка є в Польщі та відсутня в Україні; 3) орієнтування населення на усунення провладних політичних сил, які себе дискредитували, характерне для України. The article provides a comparative assessment of the nationalization of the party system of Ukraine and Poland by the results of the 2019 parliamentary elections. With in the framework of the evaluation, the analysis of the established party configuration of each of the countries formed by the election results, the state of nationalization of the party system by the selected methods, the causes of its occurrence, the comparative study of the pictures of the evaluated indicator at the level of these countries. The state of configuration of the party system of Ukraine by the results of the 2019 parliamentary elections was determined, which was distinguished by new political forces that came to parliament as a result of citizens’ expectations for changes in the power of the country. It is proved that nationalization of the party system of the country by the results of these elections in Ukraine was of average importance, its possible reduction is connected with manifestations of regionalization, which caused uneven support of the opposition politi cal force in Donetsk and Lugansk regions. (too high support compared to other regions), heterogeneity of support for a new political force (PE «Voice») in one of the regions (in Lviv region higher than national). The party configuration that emerged in Poland fol lowing the 2019 parliamentary elections is considered. A high level of nationalization of the party system associated with favorable social and political factors is established. According to the results of the analysis, a comparative assessment of the picture of na tionalization of the party system of both countries was determined based on the results of the 2019 election campaigns. It was noted that the key differences in the development that led to the respective state of nationalization of the party system in both countries following the 2019 parliamentary elections are: characteristic of Poland and uncharac teristic of Ukraine; 2) trust in the political forces on the part of the population in view of the implementation of election promises, which is in Poland and is absent in Ukraine; 3) the existence of a population orientation for the elimination of pro-governmental po litical forces that have defamed themselves, which is characteristic of Ukraine.
