Політико-правові засади формування регіональної зовнішньої політики Словацької Республіки у 1993-2006 рр.

Abstract

У статті розглядаються політичні та правові основи зовнішньої політи ки Словаччини щодо регіону Центральної Європи з 1993 р. Автори аналізують документи міністерства закордонних та європейських справ Словацької Рес публіки, маніфести уряду, двосторонні угоди між Словацькою Республікою та сусідніми країнами. На зовнішню політику Словаччини щодо регіону Цен тральної Європи з 1993 року вплинули відносини політичних еліт з такими важливими міжнародними акторами, як Росія, США та ЄС. Приєднання Сло вацької Республіки до ЄС та НАТО у 2004 році остаточно змінило формат відносин з Росією та заклало основи нового формату співпраці між країнами

The article deals with the investigation of the political and legal bases of Slovak foreign policy towards the region of Central Europe since 1993. The author analyses documents of the Ministry of Foreign and European affairs of the Slovak Republic, manifestos of the government, bilateral agreements between the Slovak Republic and neighbour countries. Important geopolitical transformations of the late twentieth cen tury changed the role of Central Europe in world politics. Collapse of communism and dissolution of the Soviet Union launched the formation of the new system of relations between the countries of the region. Slovak foreign policy towards the region of Cen tral Europe since 1993 was influenced by the relations of the political elites with such important international actors as Russia, the USA and the EU. During V. Meciar’s rule, the country focused mainly on cooperation with Russia, while the Czech Repub lic, Poland, and Hungary were actively implementing reforms and moving confident ly toward European integration. After 1998 parliamentary elections new democratic government accelerated the proсess of integration into the EU and NATO. During this period, cooperation within the Visegrad Group was also intensified. This period is characterized by improved relations with Hungary. The active support of neighboring countries has allowed Slovakia to make a number of important changes in all spheres of life in a short period of time. The accession of the Slovak Republic to the EU and NATO in 2004 finally changed the format of relation with Russia and laid the foundations for a new format of cooperation between the Visegrad Four countries. National governments have focused mainly on solving their own problems, and multilateral cooperation is mainly realized within pan-European projects.
