Зарубіжний досвід реалізації євроінтеграційної політики в Україні

Abstract

Для ефективної реалізації євроінтеграційної політики необхідним виступає поєднання політичного, правового, інституційно-організаційного, економічного, інформаційного механізмів, що актуалізує необхідність розробки комплексного механізму, задіяння якого надасть можливість здійснювати організуючий, ре гулюючий, координуючий та практичний вплив держави на життєдіяльність суспільства для досягнення поставлених цілей, забезпечуючи розвиток держави в євроінтеграційному напрямі з додержанням низки визначальних принципів, цін ностей та стандартів. Для того, щоб механізми реалізації євроінтеграційної по літики запрацювали в Україні, першочерговим постає вирішення таких завдань: вироблення узгоджених політичних рішень і реалізація послідовного євроінтегра ційного курсу, що залежить насамперед від політичної волі владних інститутів та їх готовності до компромісів; створення Національного агентства з питань європейської інтеграції, метою функціонування якого є оптимізація нинішньої системи державного управління у сфері реалізації євроінтеграційної політики, розв’язання її основних організаційних проблем; забезпечення постійного фінан сування шляхом залучення коштів державного та місцевих бюджетів, а також інших джерел, не заборонених законодавством, у тому числі допомоги ЄС та інших донорів; створення окремого департаменту інформаційно-аналітичного забезпечення в структурі Національного агентства з питань європейської інте грації, який виконував би інформаційно-аналітичне забезпечення, систематич но співпрацював би з інститутами громадянського суспільства, з метою забез печення їх безпосередньої участі в євроінтеграційних процесах та інформуванні населення щодо реалізації євроінтеграційної політики України.

For the effective implementation of European integration policy it is necessary to combine political, legal, institutional-organizational, economic, information mech anisms, which highlights the need to develop a comprehensive mechanism, the use of which will enable organizing, regulatory, coordinating and practical influence of the state on society to achieve goals., ensuring the development of the state in the direction of European integration in compliance with a number of defining principles, values and standards. In order for the mechanisms of implementation of European integration policy to work in Ukraine, the priority is to solve the following tasks: development of coordinated political decisions and implementation of a consistent European integra tion course, which depends primarily on the political will of government institutions and their willingness to compromise; creation of the National Agency for European Integration, the purpose of which is to optimize the current system of public admin istration in the implementation of European integration policy, address its main or ganizational problems, including: shortcomings of overall coordination, analysis and reporting, lack of long-term planning in this area, etc. that will allow Ukraine to reach a better level of relations with the EU; adoption of relevant regulations: Concepts for the implementation of Ukraine’s European integration policy, the National Program for the Implementation of the Association Agreement, the new Strategy for Ukraine’s integration into the EU, which should be the basis for implementing European integra tion policy and designed to implement a set of European integration objectives; ensur ing continued funding by raising funds from state and local budgets, as well as other sources not prohibited by law, including assistance from the EU and other donors; creation of a separate department of information and analytical support in the structure of the National Agency for European Integration, which would perform information and analytical support, would systematically cooperate with civil society institutions to ensure their direct participation in European integration processes and inform the public about Ukraine’s European integration policy.
