Удосконалення системи управління міжнародною технічною допомогою в Україні

Abstract

В Україні інституціями міжнародного значення здійснюється фінансування сукупності програм у різних напрямах діяльності, а їх розмір та різноплановість стабільно збільшуються. Однак зауважимо, що методи, інструменти й прин ципи державного управління у сфері міжнародного фінансування залишаються незмінними. Тому виникає ряд проблем на різних етапах публічного управлін ня у сфері міжнародної технічної допомоги. Впровадження проєктів міжнарод ної технічної допомоги сприяє соціально- економічному розвитку, зменшенню навантаження на бюджет держави, формуванню додаткових робочих місць та задоволенню інтересів держави на міжнародних ринках. Така допомога формує досить стійкий інфраструктурний базис щодо залучення в економіку країни отримувача саме прямих іноземних інвестицій. Не сформовано досконалої ідеї, як зробити кошти іноземної допомоги стимулом для економічного зростання бідних країн світу або ж тих, які розвиваються й становлять собою різноманіт тя в різних сферах життя. Люди з досить високим рівнем доходу здійснюють передачу частини своїх матеріальних ресурсів більш уразливим, незважаючи на розчарування минулого досвіду. Однак така мета зовнішньої допомоги передбачає переміщення такої кількості ресурсів, скільки є політично можливим, аби спри яти трансформації суспільства у заможне. У будь-якому разі підвищення рівня якості допомоги має переважати збільшення абсолютної кількості.

In Ukraine, institutions of international importance are financing a set of pro grams in various areas of activity, and their size and diversity is steadily increasing. However, it should be noted that the methods, tools and principles of public adminis tration in the field of international financing remain unchanged. Therefore, there are a number of problems at different stages of public administration in the field of interna tional technical assistance. Thus, the implementation of international technical assis tance projects contributes to socio- economic development, helping to reduce the burden on the state budget, creating additional jobs and meeting the interests of the state in international markets. Such assistance forms a fairly stable infrastructure base for at tracting foreign direct investment to the economy of the recipient country. There is no perfect idea of how to make foreign aid a stimulus for the economic growth of various poor countries or developing countries, and represent diversity in various spheres of life. However, the goal of people with a fairly high level of income is to make the trans fer of some of their material resources more vulnerable, despite the disappointments of past experience. However, this goal of foreign aid involves moving as many resources as is politically possible, or helping to transform society into the affluent. In any case, improving the quality of aid must prevail over increasing the absolute quantity. The origin of any aid is one that directly causes dependence, and on the example of recipient countries it is better known as «political dependence», to stimulate the participation of donors in socio-political processes, first of all, the adoption of relevant decisions. It is worth noting that donors, above all, defend their interests, their satisfaction, values and incentives of their country, to provide their citizens with the planned expected results in order to support cash flow.
