Abstract

Аналізуючи особливості розвитку та функціонування партійної системи України, необхідно визначитися з періо- дизацією її еволюції в загальнонаціональному масштабі. У вітчизняній політичній науці питання щодо виокремлення періодів (етапів) еволюції партійної системи України залишається дискусійним. У визначенні основних періодів розвитку дослідники не виявляють одностайності, оскільки та чи інша періодизація в науці є умовною і залежить від того, який принцип і критерії покладені в її основу. Процес розвитку багатопартійності в України триває понад 25 років. За цей час партійна система зазнавала значних змін, унаслідок чого її сучасний вигляд суттєво різниться від початкового. Дослідження з відповідної про- блематики з’явилися практично водночас із виникненням самого феномену багатопартійності в Україні. Таким чином, основними типами партій, які утворюють нині партійну систему України, є такі: провідні парламент- ські партії, утворені за результатами Революції Гідності; «старі» партійні бренди; популістські партійні структури; регіональні політичні партії; партії національних меншин; «нові ліві» партії, які утворилися внаслідок припинення діяльності КПУ відповідно до законів про декомунізацію; політичні партії, утворені на основі колишніх структур Партії регіонів; мілітаризовані партії; партії громадянських ініціатив, персоналістські партії. У статті проаналізовано етапи розвитку партійної системи в Україні. Перший період – 1991–2004 рр. – поява елементів багатопартійності в Україні на межі 80–90-х рр., детермінована передусім соціально-економічними та політичними умовами, які склалися в тогочасній Україні. Другий період – 2004–2014 рр. – відзначився процесом утворення нових партій. У статті проаналізовано розви- ток партій і виборчої системи в цей період, особливості функціонування партій. Третій період – починаючи із 2014 р. Із 2014 по 2017 рр. спостерігаються інтенсивні зміни у партійному серед- овищі, спричинені перемогою Революції Гідності, оновленням влади як на центральному, так і на місцевому рівнях. Досліджено особливості розвитку партій і виборчої системи в Україні. Ключові слова: партія, виборча система, Україна, вибори, політика, держава.

Analyzing the peculiarities of the development and functioning of the party system of Ukraine, it is necessary to determine the periodization of its evolution on a national scale. In domestic political science, the question of distinguishing the periods (stages) of the evolution of the party system of Ukraine remains controversial. In defining the main periods of development, scientists do not show unanimity, because one or another periodization in science is conditional and depends on what principle and criteria underlie it. The process of multi-party development in Ukraine has been going on for over 25 years. During this time, the party system has undergone significant changes, as a result of which its current form differs significantly from the original. Research on the relevant issues appeared almost simultaneously with the emergence of the phenomenon of multiparty system in Ukraine. Thus, the main types of parties that currently form the party system of Ukraine are the following: the leading parliamentary parties formed as a result of the Revolution of Dignity; “Old” party brands; populist party structures; regional political parties; national minority parties; “New left” parties formed as a result of the termination of the CPU in accordance with the laws of decommunization; political parties formed on the basis of former structures of the Party of Regions; militarized parties; parties of civic initiatives, personalist parties. The stages of development of the party system in Ukraine are analyzed in the article. The first period, 1991–2004, the emergence of elements of multiparty system in Ukraine at the turn of the 1980s and 1990s was determined primarily by the socio-economic and political conditions prevailing in Ukraine at the time. The second period – 2004–2014 was marked by the process of formation of new parties. The development of parties and the electoral system in this period are analyzed in the article. Features of the functioning of parties. The third period – starting in 2014. From 2014 to 2017, there have been intense changes in the party environment, caused by the victory of the Revolution of Dignity, the renewal of power, both at the central and local levels.
