Формування стратегії розвитку України в умовах глобалізації

Abstract

Статтю присвячено питанням розвитку України в контексті активізації глобальних процесів. Мета дослідження полягає у визначенні нових сучасних підходів до формування стратегії розвитку України в глобальному світі. Теоретико-методологічною основою дослідження є теорії й концепції управління державним розвитком, резуль- тати фундаментальних досліджень з теоретичних і прикладних проблем реформування української економіки та її галузевих сегментів. Як інструментально-методичний апарат використані методи порівняльного, структурного ана- лізів і методи прогнозування. У сучасних умовах особливого значення набуває стратегія розвитку держави, що дає можливість її інтегрування в глобальний геоекономічний простір. Нині глобалізація набула нових рис, що потребує відображення в стратегіч- них напрямах розвитку держави. В Україні внаслідок домінування протягом багатьох років ресурсо- та енергоємних галузей і технологій, сировин- ної орієнтації експорту й надмірної концентрації виробництва в промислових регіонах сформувалася така струк- тура управління розвитком, яка загалом є неефективною та екологічно небезпечною. Спираючись на дослідження, з метою уникнення негативного впливу й досягнення сталого розвитку основними положеннями методичного підходу до стратегічного планування доцільно обрати: 1) цілі регіонального розвитку; 2) пріоритетний сценарій; 3) розробку програмно-цільових заходів; 4) систему моніторингу і контролінгу. Основою методичного підходу є організаційно-економічний механізм формування та реалізації стратегії дер- жавного соціально-економічного розвитку, який визначає організаційні форми, порядок і процедури взаємодії орга- нів державної влади, бізнесу й населення в контурі формування та реалізації стратегії розвитку Основною ланкою організаційно-економічного механізму формування стратегії є чотири функціональні блоки: блок вибору цілей, блок вибору стратегії і пріоритетного сценарію розвитку, програмно-методичний блок і блок моніторингу результатів. З метою входження у світовий економічний простір Україна зобов’язана впровадити в практику принципи вільної торгівлі, відкритість економіки, задіяти науково-технічний потенціал і національну систему інновацій для реалізації стратегічних інтересів і забезпечення довгострокової стабілізації економіки. Методичний підхід до формування стратегії державного розвитку дасть змогу підвищити якість стратегічного планування як функції державної влади. Цей організаційно-економічний механізм формування стратегії враховує ключові аспекти, що виникають у процесі розробки й реалізації стратегії, дає змогу забезпечити державну регуля- тивну політику розвитку ефективним інструментарієм, необхідним не тільки для забезпечення процесу стратегіч- ного планування, а й для подальшого ефективного управління розробленим комплексом заходів щодо досягнення стратегічних пріоритетів. Варто зазначити про необхідність та актуальність подальших досліджень проблем формування стратегії роз- витку на державному рівні, що обґрунтовує можливі варіативні напрями її розвитку й адаптації до вимог сучасного глобального світу Ключові слова: розвиток, глобалізація, стратегія, державне управління, організаційно-економічний механізм.

The article is devoted to the issues of Ukraine's development in the context of intensification of global processes. The purpose of the study is to identify new modern approaches to the formation of Ukraine's development strategy in the global world. The theoretical and methodological basis of the study are theories and concepts of state development management, the results of fundamental research on theoretical and applied problems of reforming the Ukrainian economy and its segments. Methods of comparative, structural analyzes and forecasting methods are used as an instrumental-methodical apparatus. In modern conditions, the strategy of state development acquires special significance, which makes it possible to integrate it into the global geoeconomic space. At present, globalization has acquired new features, which needs to be reflected in the strategic directions of the state's development. In Ukraine, due to the dominance for many years of resource- and energy-intensive industries and technologies, raw material export orientation and excessive concentration of production in industrial regions, such a structure of development management has been formed, which is generally inefficient and environmentally dangerous. Based on research, in order to avoid negative impact and achieve sustainable development, the main provisions of the methodological approach to strategic planning should be chosen: 1) the goals of regional development; 2) priority scenario; 3) development of program-targeted measures; 4) monitoring and controlling system. The basis of the methodological approach is the organizational and economic mechanism of formation and implementation of the strategy of state socio-economic development, which determines the organizational forms, procedure and procedures of interaction of public authorities, business and population in the contour of formation and implementation of development strategy The main link of the organizational and economic mechanism of strategy formation is four functional blocks: the block of choice of the purposes, the block of a choice of strategy and the priority scenario of development, the program-methodical block and the block of monitoring of results. In order to enter the world economic space, Ukraine is obliged to implement the principles of free trade, open economy, use the scientific and technological potential and the national innovation system to pursue strategic interests and ensure long-term economic stabilization. The methodical approach to the formation of the strategy of state development will improve the quality of strategic planning as a function of state power. This organizational and economic mechanism of strategy formation takes into account the key aspects arising in the process of strategy development and implementation, allows to provide state regulatory development policy with effective tools necessary not only to ensure the strategic planning process, but also for further effective management of strategic priorities.
