Цивілізаційна роль України у сучасному глобалізованому світі

Abstract

У статті висвітлюються ключові загрози та виклики, що стоять перед сучасною Україною за умов глобалізації. Серед них виділяється збройне протистояння на Сході країни, значний рівень корупції, зростання майнового роз- шарування, бідність і депопуляція населення. Вказується, що, на думку А. Тойнбі, стійкість цивілізації зумовлена спроможністю національних еліт до креативних відповідей на зовнішні виклики. Підкреслюється, що сьогодні це одна із ключових проблем України, оскільки вітчизняні політичні еліти не орієнтовані на зміцнення держави і, від- повідно, вони не здатні стратегічно мислити й ефективно відповідати на зовнішні та внутрішні виклики й загрози. Акцентується увага на важливості цивілізаційного визначення України, оскільки, як відзначав С. Хантінгтон, за умов сучасного глобалізованого світу взаємовідносини між країнами будуть зумовлюватися не стільки економічними чи політичними чинниками, а й цивілізаційними цінностями. Підкреслюється, що, з погляду цивілізаційного фактору, Україна посідає унікальну позицію, оскільки вона є своєрідним містком між Заходом і Сходом. З погляду глобаль- ного розподілу сил, Україна також має стратегічну позицію для того, щоб бути важливим гравцем у забезпеченні ефективної рівноваги сил у Євразії. Акцентується увага на тому, що Україна завжди була простором зустрічі різних культур і цивілізацій. Поліцивілізаційна природа української державності відкриває перед нею унікальні можливості зреалізувати потенціал діалогу культур як для досягнення стабілізації суспільного розвитку, так і для реалізації можливостей відновлення глобальної рівноваги як вирішальної умови виживання людства. Відповідно, Україна має стати не ареною «зіткнення» цивілізацій, а сполучення і взаємодії. Ключові слова: цивілізаційний підхід, глобалізація, діалог культур, О. Шпенглер, А. Тойнбі, С. Хантінгтон.

The article highlights the key threats and challenges facing the modern Ukrainian state in the context of globalization. Among them are the armed confrontation in the east of the country, a significant level of corruption, growing property stratification, poverty, depopulation and more. It is pointed out that according to A. Toynbee, the stability of civilization is due to the ability of national elites to creative responses to external challenges. It is emphasized that today this is one of the key problems of Ukraine, as domestic political elites are not state-owned and, accordingly, they are not able to think strategically and respond effectively to external and internal challenges and threats. Emphasis is placed on the importance of the civilizational definition of Ukraine, because, as S. Huntington noted, in today’s globalized world, relations between countries will be determined not so much by economic or political factors but by civilizational values. It is emphasized that from the point of view of the civilization factor, Ukraine occupies a unique position, it is a kind of bridge between the West and the East. In terms of the global distribution of forces, Ukraine also has a strategic position in order to be an important player in ensuring an effective balance of power in Eurasia. Emphasis is placed on the fact that Ukraine has always been a meeting place for different cultures and different civilizations, and this feature has been repeatedly noted by those researchers who have reflected on the civilizational identity of Ukraine. It is pointed out that, according to many researchers, the meeting place of cultures and civilizations should not be an arena of their “collision”, but a combination and interaction. It is emphasized that the polycivilization nature of Ukrainian statehood opens up unique opportunities for it to realize the potential of intercultural dialogue both to achieve the stabilization of social development and to realize the possibility of restoring global balance as a crucial condition for human survival.
