Обмеження державної політики: спроба узагальнення

Abstract

Дослідження державної політики видається неповним, якщо оминається питання щодо її обмеження (або неспроможності). Чи є ці обмеження суто суб’єктивними, пов’язаними виключно з професійною компетентністю тих, хто розробляє і здійснює державну політику? Чи ж існує низка чинників, які покладають об’єктивні обмеження державному втручанню і, як такі, підлягають осмисленню з прицілом на створення «теорії неспроможностей уряду» (Девід Веймер та Ейден Вайнінг)? Зазначені чинники пропонується класифікувати за ступенем співвідношення у них суб’єктивних і об’єктивних складників. Так, у випадку чинників здійсненності маємо співрозмірність цих складників. У випадку чинників, що пов’язані з «другим парадоксом політики» (Леслі Пал) – не лише з необхідністю урахування об’єктивних складників (згідно із Леслі Палом, – це державна традиція, «минулі наміри», «широка система владних стосунків») під час виро- блення нової державної політики, а й з можливістю їх видозміни. У випадку обмежень державної політики, що покла- даються особливостями демократичних політичних систем (згідно із Девідом Веймером та Ейденом Вайнінгом, – це пряма демократія, представницька влада, бюрократичне забезпечення, децентралізація) – з об’єктивністю, яка не підлягає змінам. А от у разі обмежень, що зумовлені ринковою моделлю економіки, – з об’єктивністю, яка не лише стає підставою для державного втручання, а й постулює співробітництво з приватним сектором як умову успішності цього втручання. У будь-якому разі знання про обмеження державної політики дозволяє краще зрозуміти її наміри і, головне, її можливості і спроможності у пункті вирішення суспільних проблем. The study of public policy is incomplete if the question of its limitations (or failures) is omitted. Are these limitations purely subjective, related solely to the professional competence of those who develop and implement public policy? Or are there a number of factors imposing objective limitations on government intervention and, as such, are subject to reflection with a view to creating a “theory of government failures” (David Weimer and Aidan Vining)? We suggest classifying these factors according to the extent to which they contain subjective and objective components. Thus, in the case of the feasibility factors we have the proportionality of these components. In the case of factors associated with the “second paradox of politics” (Leslie Pal), and not only a need to take into account the objective components (according to Leslie Pal, these are state tradition, “past intentions”, and “a broad system of power relations”) during the development of new public policies, but also with the possibility of their modification. In the case of the public policy limitations inherent in the features of democratic political systems (according to David Weimer and Aidan Vining, this is direct democracy, representative power, bureaucratic provision, decentralization), with objectivity which is not subject to change. However, in the case of limitations imposed by the market model of the economy – with objectivity, which not only becomes the basis for state intervention, but also postulates cooperation with the private sector as a condition for the success of such intervention. In any case, knowledge of the public policy limitations allows us to better understand its intentions and, most importantly, its capabilities and capacities in terms of addressing public problems.
