Проблемні аспекти та критика політики мультикультуралізму в країнах Європи

Abstract

Політика мультикультуралізму є одним з варіантів управління соціальним і культурним розмаїттям та часто застосовувалась чи поточно застосовується у країнах Європи. Тим не менше, попри свою популярність і відносну успішність у минулому столітті, сьогодні політику мультикультуралізму в більшості країн Європи все частіше й час- тіше критикують і згортають, хоча вона номінально залишається на порядку денному державотворчих процесів у них. З огляду на це, особливо зважаючи, що Європа є регіоном, в якому кількість і частка відмов від політики мультикультуралізму на користь інших підходів до управління розмаїттям є найвищою в світі, наукову статтю при- свячено тематиці проблемних аспектів і критики політики мультикультуралізму в країнах Європи – як загалом, так і в окремих з них. У дослідженні констатовано, що дефекти та критика політики мультикультуралізму в країнах Європи є різногранними та різноаспектними, внаслідок чого їх згруповано у певні кластери чи рубрики. Водночас загалом аргументовано, що критика політики мультикультуралізму і спроби засвідчити її колапс в аналізованому регіоні є доволі відносними та умовними внаслідок відсутності уніфікованого розуміння, гетерогенності й різно- типності феномена мультикультуралізму. Відтак простежено, що оцінювання позитивів і негативів політики мульти- культуралізму в країнах Європи залежить від того чи іншого змісту феномена мультикультуралізму, в результаті чого сьогодні можна легко вийти за рамки опозиції «асиміляція – інтеграція – мультикультуралізм». Тим не менш, все-ж аргументовано, що невдача і критика політики мультикультуралізму в країнах Європи зумовлена його пара- доксальністю, адже ця політика створила саме те, проти чого вона й боролась і бореться досі, зокрема відмінності та ворожнечу між представниками різних груп і контроль титульної більшості над меншинами. Як наслідок, підсумо- вано, що поточно мультикультуралізм у країнах Європи не може ефективно реалізовуватись, адже не існує довіри між групами меншин та більшістю. The politics of multiculturalism is one of the options for managing social and cultural diversity and has often been used or is currently used in European countries. However, despite its popularity and relative success in the last century, the politics of multiculturalism in most European countries is increasingly criticized and curtailed nowadays, although it nominally remains on the agenda of state-building processes in them. Given this, especially given that Europe is the region where the number and share of rejections of multiculturalism in favor of other approaches to diversity management is the highest in the world, the scientific article focuses on problematic aspects and criticism of multiculturalism in Europe – in general and in some of them. The study states that the defects and criticisms of the politics of multiculturalism in European countries are multifaceted and multi-layered, as a result they are grouped into certain clusters or rubrics. At the same time, it is argued that the criticism of the politics of multiculturalism and attempts to witness its collapse in the analyzed region are quite relative and conditional ones due to the lack of unified understanding, heterogeneity and diversity of the phenomenon of multiculturalism. Thus, it is observed that the evaluation of the positives and negatives of the politics of multiculturalism in European countries depends on one or another content of the phenomenon of multiculturalism, as a result of which it is easy to go beyond the opposition “assimilation – integration – multiculturalism” nowadays. However, it is argued that the failure and criticism of multiculturalism in Europe is due to its paradoxical nature, as this politics has created exactly what it has fought and is fighting against so far, including differences and enmity between different groups and control of the titular majority over minorities. As a result, it is concluded that multiculturalism in European countries cannot be effectively implemented currently, since there is no trust between minority groups and the majority.
