Питання співвідношення понять «міжнародні відносини» та «світова політика»

Abstract

У статті розглядаються теоретико-методологічні питання щодо розуміння та співвідношення основних дефініцій у сфері міжнародних відносин. Автори визначають, що поняття «світова політика» являє собою особливе управлін- ське явище, яке спрямоване на вирішення глобальних проблем і служить особливим фактором здійснення націо- нальних інтересів кожного з існуючих народів. Акцентовано увагу на те, що серед наявних підходів до тлумачення світової політики особливо виділяється про- блема її співвідношення з міжнародними відносинами. Визначено, що міжнародні відносини та світова політика – це різні види суспільних явищ, і не можна розглядати одне з них як частину іншого. У статті підкреслюється, що для розкриття особливостей світової політики необхідно співвіднести її з іншими видами політичного впливу, а також урахувати наявність особливих міжнародних політичних інститутів і особливих політичних відносин, що відповідають рівню світової політики. Підкреслено, що суб’єктами світової політики є глави держав і урядів провідних держав сучасного світу, а гро- мадські організації як учасники міжнародних відносин можуть здійснювати певний вплив на політичних суб’єктів. Громадські організації є активними учасниками сучасних міжнародних відносин, а також можливими неформаль- ними провідниками (виконавцями) світової політики. Визначено, що світова політика відіграє особливу роль: визначає напрями діяльності провідних держав сучас- ного світу у вирішенні глобальних проблем. При цьому суб’єкти світової політики своїми рішеннями дають також рекомендації іншим учасникам міжнародного життя, звертаючи увагу на актуальні проблеми світового рівня. Підкреслено, що світова політика, визначаючи шляхи здійснення глобального управління, відіграє в його системі провідну роль і служить його найважливішим внутрішнім фактором. The article considers the theoretical and methodological issues of understanding and correlation of basic definitions in the field of international relations. The authors define that the concept of "world politics" is a special management phenomenon that aims to solve global problems and is a special factor in the realization of national interests of each of the existing peoples. Emphasis is placed on the fact that among the available approaches to the interpretation of world politics, the problem of its relationship with international relations stands out. It is determined that international relations and world politics are different types of social phenomena that cannot be considered one of them as part of another. The article emphasizes that in order to reveal the peculiarities of world politics, it is necessary to correlate it with other types of political influence, as well as to take into account the existence of special international political institutions and special political relations corresponding to the level of world politics. It is emphasized that the subjects of world politics are the heads of state and government of the leading states of the modern world, and public organizations as participants in international relations can exert some influence on political actors. Public organizations are active participants in modern international relations, as well as possible informal leaders (performers) of world politics. It is determined that world politics plays a special role: it determines the directions of activity of the leading states of the modern world in solving global problems. At the same time, the subjects of world politics also give recommendations to other participants in international life, paying attention to current world-class problems. It is emphasized that world politics, determining the ways of global governance, plays a leading role in its system and serves as its most important internal factor.
