Глобальні тренди світової політики

Abstract

У статті аналізуються глобальні тренди світової політики як найважливішої гносеологічної, теоретичної та методологічної проблеми міжнародно-політичної науки. Визначено, що розвиток науки про міжнародні відносини свідчить про зростання значення й важливості її гносеологічного складника. Протягом усієї історії людства міжна- родна система переходила від стану стабільності до стану нестабільності, від війни до миру. З метою визначення характеру суперечливих факторів, які впливають на міжнародну систему, досліджуються глобальні тренди світової політики в контексті глобалізації. До головних трендів зараховуємо трансформацію міжнародних відносин у від- носини світополітичні, що передбачає зміну параметрів Вестфальської системи, якісні та кількісні зміни учасників міжнародних відносин, трансформацію ролі держави і зростання значення недержавних акторів; посилення вза- ємозалежності, формування взаємозалежного світу, взаємодії в межах якого набувають системного характеру; роз- мивання національних кордонів та ерозію суверенітету; зміни політичної структури світу; зростання ролі мережевих структур у світовій політиці; ідеологізацію міжнародних відносин; кризу інституту глобального лідерства; перемі- щення центру світового розвитку; нову модель зміни політичної влади й управління в окремих країнах; посилення глобальних проблем і зниження ступеня захищеності людства. Особливу увагу приділено теоретичним засадам дослідження політичних проблем і мегатрендів глобального розвитку. Доведено, що глобальна система перебуває в стані радикальної трансформації, яка викликана дією суперечливих чинників, як внутрішніх, так і зовнішніх. Визначено особливості, глобальні тренди й тенденції форму- вання нового світового порядку. Аналізується важлива наукова проблема організації сучасної міжнародної системи, ієрархії її елементів і кореляції між ними в процесі формування нового міжнародного порядку. Незважаючи на те що кожна держава прагне до формування такої системи, яка найбільше відповідає її інтересам, тільки спільними зусиллями можливо досягнення бажаних результатів. Особлива увага приділяється основним особливостям і трен- дам формування нового світового порядку (НСП). It is dedicated to the global trends of the world policy as essential epistemological, theoretical and methodological problem of international political science. It is approved that the development of the international relations science shows the increasing role and importance of its epistemological component. Throughout history, the international system has wavered between stability and instability, between war and peace. To understand the nature of the contradictory forces that dominate the international system this article examines global trends of world policy in the context of increasing globalization of the world. We consider transformation of international relations into world political relations as one of the main trends of the world policy. This trend implies changes in the parameters of the Westphalian system, qualitative and quantitative changes of participants to the international relations, state role transformation and increasing importance of non-state actors and strengthening interdependence. This tendency also shows development towards formulation of interdependent world, with systemic interactions, erosion of national borders and sovereignty; changes in world’s political structure; increasing role of network structures in the world policy; growing role of ideology; crisis of global leadership; shifting of world development center; new model of changing political power and governance in individual countries; increase of global problems and reducing human security. A special attention has been paid to the theoretical basis of the studies of political problems and megatrends of global development. Arguments is built on the premise that the global system is constantly undergoing change, which is spawned by tension generated by contradictory forces originating from different international and domestic sources. Characteristics of new world order formation, its global trends and tendencies are being defined as well. Dedicated to an essential scientific problem of modern international system organization, hierarchy specifics of its elements and correlation between them in the new world order forming. Despite the fact that every state in the global arena would prefer to create an international system that caters to its own interests, but only a handful can partially fulfill this goal. The peculiarities of new order composition and its global trends are accentuated. Main attention is focused on contemporary paradigms of global development within the new world order (NWO) formation.
