Інформаційна війна проти країни як індикатор рівня забезпечення політичної безпеки

Abstract

Охарактеризовано антиукраїнську інформаційну війну як посягання на інформаційний суверенітет України, а відповідно, на національну безпеку країни, політичний її складник зокрема. Наголошено, що основною формою ведення цієї інформаційної війни є психологічна агресія, що здійснюється шляхом керованого інформаційного впливу на індивідуальну, групову або масову свідомість, волю громадян, їхні почуття, дезінформування суб’єктів прийняття політичних, економічних та інших рішень, підрив інформаційної інфраструктури супротивника. Визначено мету ведення інформаційної війни проти країни, одним із головних методів ведення якої є пропаганда. Представлені погляди науковців щодо визначення понять «інформаційна війна» та «інформаційна зброя». Відзначений дестабілізаційний вплив ЗМІ та інших інформаційних ресурсів антиукраїнського характеру на загальну систему забезпечення політичної безпеки. Зазначено, що гідне місце в міжнародній системі координат Україна може зайняти, декларуючи та відстоюючи власні національні інтереси, зміцнюючи систему забезпечення полі- тичної безпеки країни, враховуючи важливість інформаційного складника під час реалізації поставлених завдань. Окреслено основні причини, що призвели до моральної кризи суспільства, а відповідно, і до політичної, економічної та конституційної. Аргументовано, що ґрунтовною основою протидії антиукраїнській інформаційній війні має стати єдина комп- лексна система захисту суспільної моралі, яка сприяла б реалізації права на інформаційний простір, вільний від матеріалів, що становлять загрозу фізичному, інтелектуальному, морально-психологічному стану населення. Встановлено вплив інформаційно-комунікаційних технологій на функціонування політичної системи, який вияв- ляється в можливості для суспільних інститутів контролювати ресурсні потоки. Автор зазначає, що необхідно враховувати важливість інформаційного складника під час реалізації поставле- них завдань щодо реформування системи забезпечення політичної безпеки країни. The information war against Ukraine is described as an encroachment on the information sovereignty of Ukraine and, accordingly, on the national security of the country, its political component in particular. It is emphasized that the main form of conducting this information war is psychological aggression, which is carried out by means of a controlled informational influence on the individual, group or mass consciousness, the will of citizens, their feelings, misinformation of the subjects of political, economic and other decision-making, undermining of the information infrastructure. The purpose of conducting an information war against a country, one of the main methods of conducting propaganda, has been identified. The views of scientists on the definitions of “information war” and “information weapon” are presented. The destabilizing influence of the media and other information resources against Ukraine on the overall political security system was noted. It is noted that a dignified place in the international coordinate system Ukraine can take, declaring and defending its own national interests, strengthening the system of ensuring political security of the extreme, taking into account the importance of the information component in the implementation of the tasks. The main reasons that led to the moral crisis of the society and, as a consequence, to the political, economic and constitutional respectively, are outlined. It is argued that the only basis for combating information war against Ukraine fare should be a comprehensive system of protection of public morality, which would facilitate the exercise of the right to an information space free from materials that threaten the physical, intellectual, moral and psychological state of the population. The influence of information and communication technologies on the functioning of the political system, which is manifested in the ability for public institutions to control resource flows, is established. The author notes that it is necessary to take into account the importance of the information component in the realization of the set tasks in order to reform the system of ensuring the political security of the country.
