Політична та економічна інтеграція в глобальну епоху

Abstract

У статті автор осмислює феномен політичної та економічної інтеграції в глобальну епоху. Зміни й виклики, спри- чинені глобалізацією, дедалі частіше є темами на наукових майданчиках. Через з’ясування теоретичного підґрунтя проблеми інтегрування, сучасних позицій і візій теоретиків інтеграції вивчаються питання взаємозв’язків за лінією інтеграція-глобалізація. Час уживання терміна та явища економічного й політичного інтегрування, зокрема, не збігаються в часі. У науковий обіг термін увів усередині дев’ятнадцятого століття англійський філософ-позитивіст Г. Спенсер для визначення еволюційного процесу розвитку. Коли глобалізацію пояснюють з економічного погляду, то наголошують на кількості, що зростає, міждержавних потоків капіталу, людських ресурсів, товарів і послуг. Соціально-політичний зріз інтегра- ції полягає в наголосі на становленні нових форм влади, формуванні нових арен політичної діяльності або новому розумінні ідентичності спільнот. Аналіз таких ракурсів проблеми, як глобалізація як різнорівневої інтеграції, можливість відшукати в інтеграцій- них моделях спільний сенс (почуття належності до єдиної спільноти), співвіднесення «островів наднаціонального врядування» з глобалізаційними викликами та конфігураціями допоможуть наблизитися до розуміння сутності інте- граційних процесів у сучасну епоху. Проводиться ідея, що ефективності інтегрування сприяє вироблення всередині інтегрованих об’єднань консенсусу стосовно фундаментальних цінностей у процесі спільного поступу, так само як прогрес загалом цивілізації буде спостерігатися тоді, коли поступ відбуватиметься заради спільних цілей і спіль- ного процвітання. Політичне й економічне трактування глобалізації дає підстави стверджувати, що глобалізація за сутністю є поглибленою інтеграцією й засвідчує формування нового розуміння ідентичності спільнот. При цьому глобалізація не передбачає однорідності, а реалізує нову якість єдності в багатоваріантності. Функціонування та, без пере- більшення, виживання глобального суспільства залежать від ефективності великих спільнот, від їхніх цінностей, стандартів і вимог до себе. The author of the article highlights the phenomenon of political and economic integration into the global age. The changes and challenges caused by globalization are increasingly emerging as topics on the scientific field. In order to find out the theoretical basis of the integration problem, the author explores the current positions and the views of the integration theorists and the issues of “integration-globalization” interconnections. The timing of the term and the phenomenon of economic and political integration, in particular, do not coincide in time. The term was introduced in the mid-nineteenth century by the English positivism philosopher G. Spencer to define the evolutionary process of development. When globalization is explained from the economic point of view, the increasing number of interstate flows of capital, labor, goods and services are often mentioned. The socio-political cross-section of integration lies in emphasizing the emergence of new forms of government and power, the formation of new arenas of political activity or a new understanding of the identity of communities. Analyzing such issues as globalization as multilevel integration, the ability to find common sense in integration models (a sense of belonging to a united community), the correlation of “islands of supranational governance” with globalization challenges and configurations, will help to bring us closer to understanding the essence of the integration processes during the modern age. There is an idea that the creation of fundamental values within the integrated consensus in the process of joint progress contributes to the effectiveness of integration. Just as the progress of civilization in general will be observed only when the development will be made for the common purpose and common prosperity. The political and economic interpretation of globalization gives reason to argue that globalization is essentially an advanced integration which reflects the formation of a new understanding of community identity. At the same time, globalization does not imply homogeneity, it forms a new quality of unity in multivariate. The functioning and, without exaggeration, survival of a global society depends on the effectiveness of large communities, on their values, standards and requirements for themselves.
