The articles defines features of constituent power, the forms of its realization in modern democracies. Is concluded that the conditions of constituent legitimacy of constitutional change is a cascade of participants position coordination in constituent processin accordance with the requirements of due process

У статті визначено основі риси установчої влади, форми її реалізації в сучасних демократіях. Зроблено висновок, що умовою установчої легітимності конституційних змін є каскад узгодження позицій учасників установчого процесу відповідно до вимог належної правової процедури.
