Інституційне забезпечення інфраструктурного розвитку територій сільської місцевості

Abstract

У статті розглянуто окремі аспекти інституційного забезпечення інфраструктурного розвитку сільських територій. Окреслено необхідність формування активізаційних підходів, передусім з боку держави щодо сприяння розвитку інфраструктури села в умовах перманентності трансформаційних змін і розширення повноважень об’єднаних територіальних громад. Акцентовано увагу на формування соціально-економічної політики інфраструктурного розвитку сільської місцевості з врахуванням всіх факторів впливу на забезпечення якісного й комфортного середовища проживання і життєдіяльності сільських мешканців. Вказано на необхідності прийняття нових законодавчо-нормативних актів, які відповідатимуть сучасним вимогам до забезпечення інфраструктурного розвитку села і врегульовуватимуть як соціально-економічні, так і екологічні аспекти досліджуваного розвитку в умовах постійних трансформаційних змін і конкурентності середовища.

The article considers certain aspects of institutional support for infrastructural development of rural areas. The need for the formation of activation approaches, primarily from the side of the state to promote the development of village infrastructure in the conditions of permanence of trans formational changes and expansion of the powers of united territorial communities, is outlined. Attention is focused on the formation of the socio-economic policy of infrastructural development of rural areas, taking into account all factors influencing the provision of a high-quality and com fortable living environment and life activities of rural residents. It is pointed out the need to adopt new legislative and regulatory acts that will meet the modern requirements for ensuring the infra structural development of the village and will regulate both the socio-economic and ecological aspects of the researched development in the conditions of constant transformational changes and competitive environment.
