Abstract:	The reformation of any political system passes several stages and one of the constituents of transformation is development of the institution of election. The question of authority heredity and the so-called “strong hand” is of top priority in the domestic policy of practically all Central Asian countries. One of the examples of the conversion to authoritarian government is Uzbekistan.
