Трудова еміграція як іманентна риса трансформаційних процесів країн постсоціалістичного простору (на прикладі українсько–канадської проблематики 1990-х – поч. 2000-х рр.)

Abstract

Most of the countries throughout the world face the problem of immigration. Thousands of refugees, fleeing ethnic conflict zones, and labor migrants cross the borders every year, both on legal grounds, and illegally. The question arises: how to view immigration phenomenon – as good or evil? Which immigrants should be accepted and which of them refused of the entrance to the country? Or is it more reasonable to encourage the assistance of the developed countries instead? What are the changes of the legislation in the sphere of immigration? In spite of the vast statistical studies, numerous reports and conferences on the issue, the problem of illegal immigration demands a more thorough approach and a deeper academic insight. The complex analysis of the contemporary Ukrainian (e)immigration and its consequences both for the host and for the source country. It is vital for Ukrain-ian state bodies to use the East-European countries experience to stem the influx of illegal immigrants, to pro-mote the cooperation among political institutions, and elaborate the effective methods of qualitative and quantitative estimation of immigrants. What is the possibility of arrangement of bilateral agreements on mutual regulation of immigrant movements? In what way it is possible to integrate the incomes of immigrants into the national financial system? What is the perspective of legislative regulations of illegal migration movement? The study of the experience of this phenomenon is indispensable from the point of view of its possible implementation in Ukraine by means of social service, governmental institutions and non-governmental organizations.
