Abstract

The article deals with the comparative analysis of the formation and functioning of the institute of presidency in the post-Soviet countries in the context of transformation challenges of today. It investigates the influence of the type of the political regime and the republican form of government, historical conditions, ethno-psychological and legal nature on the presidency. It discovers that in the Baltic countries the former Soviet Union presidency institute functions on democratic principles. Central Asian Republics (besides Kirghizia), Azerbaijan, Belarus and the Russian Federation are characterized by the increasing of the authoritarian. tendencies of the presidential rule. It analyzes he difference of presidential institutions of Armenia, Moldova, Georgia and Ukraine, which are between authoritarianism and democracy.
