Abstract

Рolitical transformation of the former Soviet Union forceda new estimate not only the ratio of internal and external factorsof democratic transition, but alsoto identify problems relatedto the ratio of objective and subjective factors of democratization. Over several decades of Ukraine is holding a single transformation for herinthe past, Soviet political system. Inturn, political, social and economic transformation of Ukrainian society largely defined by his condition and behavior of political elites, and (in moments ofcrisis) the changeof rulingelites. The current political regime of Ukraineis largely a product of the nnomenclature of clans fight that started in the Soviet period. Ukrainian political elite forall the years of the Ukrainian state and could not find historical formula not only for its own consolidation, but also society in general. Seeking to avoid the danger of returning to authoritarian past, the Ukrainian elite have created many institutional constraints that prevent concentrati on of powerin the hands of one person or on political organization, yet the some restriction create an imbalance in the political system, resulting in its permanent crisis that is not fully and systematic. Therefore,in Ukraine there was apoliticalregimethat defined as “hybrid regime”, whichis neither a dictatorship nora full fledged democracy.
