The main aim of education and science in modern life has to become the equal rights for all kinds of people (townspeople and rural population) in getting knowledge in this region, the preservation of the intellectual potential of the region, the formation of the new system of life values, the purification of educational process due to harmonization of relationship between a man and nature, the improvement of social conditions of life and education, the development of material facilities of schools and institutions and to supply them with the modern equipment in order to rise the level of educational system in the region to the national one and to provide teaching specialists according to the needs of different branches of regional national economic.
