Інститут освіти в системі запобігання і протидії злочинності як об’єкт кримінологічного дослідження

Abstract

В роботі автором доведено, що актуальність наукового дослідження інституту освіти крізь призму її місця і ролі в системі запобігання та протидії злочинності визначається насамперед недосконалістю організаційного і функціонального компонентів державного механізму правоохорони та правозахисту, незавершеністю реформ правоохоронної та судової систем, непослідовністю у реформуванні системи освіти. Відзначено, що сьогодні через різноманітні економічні, політичні, військові, демографічні, соціальні причини доступ до освіти є ускладненим, а її якісний рівень не завжди дозволяє забезпечити формування особистості з високим рівнем правової свідомості та культури. Тож підсумовано, що проблематика системи запобігання та протидії злочинності, в тому числі місця та ролі в ній інституту освіти, продовжує гостро стояти на порядку денному розвитку України, гарантування законності та правопорядку в ній. На підставі аналізу наукових публікацій, що стосуються тематики дослідження, зроблено висновок про те, що на рівні кримінології питання інституту освіти в системі запобігання та протидії злочинності досліджувалось досить епізодично і непослідовно, переважно крізь призму вивчення інших суміжних складових системи запобігання та протидії злочинності. З огляду на те, що інститут освіти як складова системи запобігання та протидії злочинності відзначається високим пізнавальним значенням як кримінологічна проблематика, вказано на те, що вказаний інститут потребує належного державно-правового забезпечення. Аналіз стану кримінологічного наукового дослідження інституту освіти в Україні дозволив надати йому критичну оцінку. Відзначено недостатність саме сучасних досліджень кримінологічних аспектів інституту освіти, її ролі у формуванні правової свідомості сучасної молоді в Україні в дусі поваги до права та закону, правових цінностей, які сформувались у вітчизняному суспільстві. З урахуванням вищезазначеного, обґрунтовано науково перспективні напрями вивчення інституту освіти як складової системи запобігання та протидії злочинності.

Institute of education in the system of crime prevention and fighting as an object of criminology research.Abstract in the language of the article. In the work, the author proved that the relevance of the scientific study of the institute of education through the prism of its place and role in the system of crime prevention and counteraction is primarily determined by the imperfection of the organizational and functional compo-nents of the state mechanism of law enforcement and law enforcement, the incompleteness of the reforms of the law enforcement and judicial systems, and the inconsistency in reforming the education system. It was noted that today, due to various economic, political, military, demographic, and social reasons, access to ed-ucation is difficult, and its quality level does not always allow for the formation of a personality with a high level of legal awareness and culture. So it was concluded that the issue of the system of crime prevention and countermeasures, including the place and role of the educational institution in it, continues to be acutely on the agenda of Ukraine’s development, guaranteeing legality and law and order in it. Based on the analysis of scientific publications related to the topic of the study, it was concluded that at the level of criminology, the issue of the institute of education in the system of crime prevention and countermeasures was investigated rather episodically and inconsistently, mainly through the prism of studying other adjacent components of the crime prevention and countermeasure system. Considering the fact that the institution of education as a com-ponent of the system of crime prevention and countermeasures has a high cognitive value as a criminological problem, it is indicated that this institution needs proper state and legal support. An analysis of the state of criminological scientific research at the Institute of Education in Ukraine made it possible to give it a critical assessment. The inadequacy of modern studies of the criminological aspects of the institute of education, its role in the formation of the legal consciousness of modern youth in Ukraine in the spirit of respect for the law and the law, legal values that have been formed in the national society, is noted. Taking into account the above, promising directions for the study of the institute of education as a component of the system of crime prevention and countermeasures have been scientifically substantiated.
