Німецькі партійні фонди в Україні: напрями, особливості та результати «м’якого» впливу

Abstract

Проаналізовано діяльність німецьких партійних фондів в Україні протягом 1992–2022 рр. крізь призму концепції «м’якої сили» («soft power») американського науковця Дж.Ная. Джерельну основу роботи становлять матеріали вебсайтів згаданих інституцій та їхніх українських передставництв, а також результати соціологічних опитувань, міжнародні рейтинги та аналітичні доповіді. Неурядові інституції Німеччини починають свою активну діяльність в Україні з 1992 р. Серед них виділяються партійні фонди, які є частиною досить потужної та розгалуженої інституційної основи німецького «м’якого» впливу в Україні. При реалізації політики «м’якої сили» згадані організації, що переважно фінансуються з федерального бюджету ФРН, спираються на цінності європейської демократії та громадянського суспільства. Діяльність німецьких партійних фондів в Україні загалом відповідає їхнім загальним цілям. Переважно це розвиток громадянського суспільства та демократичного врядування на основі європейських цінностей. Крім того, окремі фонди акцентують увагу на вирішенні специфічних завдань: досягнення соціальної справедливості (фонди Фрідріха Еберта та Рози Люксембург), захист довкілля та гендерна рівність (Фонд Гайнріха Бьолля), підтримка лівого фемінізму та ЛГБТК-спільнот (Фонд Рози Люксембург). Після 24 лютого 2022 р. представники усіх німецьких партійних фондів засудили російську агресію та скоригували діяльність своїх українських представництв відповідно до потреб воєнного часу. Головними результатами «м’якого» впливу німецьких партійних фондів можна вважати поширення європейських політичних цінностей серед цільових груп українського населення (переважно молоді), а також формуванння позитивного іміджу ФРН в Україні. Одним із наслідків активності німецьких фондів (а також інституцій інших демократичних країн) є становлення громадянського суспільства та розвиток євроінтеграційних процесів в Україні.

The article analyzes the activity of German party foundations in Ukraine during 1992–2022 through the prism of the soft power concept by the American scientist J.Nye. The source base of the work includes materials from the websites of the mentioned institutions and their Ukrainian offices, as well as the results of sociological surveys, international ratings and analytical reports. German non-governmental institutions have been active in Ukraine since 1992. Among them are party foundations, which are part of powerful and branched institutional basis of German "soft" influence in Ukraine. The mentioned organizations are mainly financed from the federal budget of Germany and are based on the values of European democracy and civil society. The activities of German party foundations in Ukraine correspond to their general goals. Basically, this is the development of civil society and democratic governance based on European values. In addition, individual foundations focus on solving specific tasks: achieving social justice (Friedrich Ebert and Rosa Luxembourg Foundations), environmental protection and gender equality (Heinrich Böll Foundation), supporting leftist feminism and LGBTQ communities (Rosa Luxembourg Foundation). After February 24, 2022, representatives of all German party foundations condemned the Russian aggression and adjusted the activities of their Ukrainian offices in accordance with the needs of wartime. The main results of the German party foundations` "soft" influence are the spread of European political values among target groups of the Ukrainian population (mainly young people), as well as the formation of Germany`s positive image in Ukraine. The consequences of the German foundations` activities (and institutions` activity of other democratic countries) are the formation of the civil society and the growing European integration processes in Ukraine.
