Діяльність літніх заміських таборів США в системі профілактики девіантної поведінки неповнолітніх

Abstract

Розглядаються питання превентивної роботи з неповнолітніми, схильними до девіантної по ведінки, в США. Наголошується, що останнім часом в Україні зростає кількість неповнолітніх, які не дотримуються норм і правил поведінки в суспільстві. Їх поведінка є девіантною. Таких неповнолітніх зазвичай відносять до так званої «групи ризику», оскільки відхилення у поведінці дітей і підлітків становлять небезпеку для їх подальшого розвитку і продуктивної взаємодії з суспільством. Підкреслюється, що проблема девіантної поведінки неповнолітніх в тій чи іншій мірі характерна для багатьох країн. Тому доцільним є вивчення зарубіжного досвіду організації превентивної роботи з неповнолітніми. Зокрема, значні здобутки в цьому плані є в США. Мета статті – виявити особливості превентивної роботи з неповнолітніми в умовах літніх заміських таборів США. Використано теоретичні методи (вивчення наукових джерел, аналіз, синтез, конкретизація, абстрагування, узагальнення), що дало можливість констатувати наявність широкої мережі заміських літніх таборів в США, які ефективно забезпечують превентивну роботу з неповнолітніми. Проаналізовано деякі особливості організації превентивної роботи з дітьми і підлітками в заміських таборах

The article deals with issues of preventive work with minors in country camps in the USA. It is noted that in any society there is a certain system of norms and rules of behavior, the observance of which is mandatory for all members of society. A deviation from the norm can be considered the non-compliance of behavior or personality development with social requirements. Such behavior is usually called deviant. Social norms (legal, moral, ethical) are fixed in the relevant documents. However, legislative consolidation of norms does not yet ensure behavior consistent with these norms. At all stages of the development of human society, without exception, there were cases of conscious violation of norms of behavior by individual citizens, that is, manifestations of deviant behavior. Today the number of violations of norms and rules of behavior is increasing, which is largely connected with the complex political, socio-economic conditions that have developed in society. The tendency towards the growth of deviant manifestations among chsldren is especially dangerous, because usually in the absence of a timely reaction to them on the part of parents, teachers, the public, and law enforcement agencies, they can acquire a systematic character and contribute to the deepening of the social deformation of the personality. Therefore, the search for ways to prevent deviant manifestations among minors is an urgent problem. In this regard, the experience of the USA, where successful work with minors in summer country camps is carried out, is interesting. The purpose of the article is to reveal the peculiarities of preventive work with minors in summer country camps in the USA. The used theoretical research methods (analysis, synthesis, concretization, abstraction, generalization) made it possible to find out that in the USA today there is a wide network of suburban summer camps to ensure preventive work with minors prone to deviant behavior. Country summer camps for at-risk children have become an essential part of the US educational system, which is constantly being modernized. They work according to specially developed correctional programs, the implementation of which takes place in the process of conducting general camp activities, a system of special trainings, a system of approving individual successes of pupils, which contributes to the formation of positive behavior skills, productive interaction with adults and peers, and an adequate attitude to reality
