Проблеми організації державного управління в Україні

Abstract

У статті аналізуються проблеми організації регіонального управління в контексті адміністративної реформи в Україні. Визначаються основні демократичні принципи політичної організації незалежної України. Досліджується питання інституційних основ організації публічної влади базового та проміжного рівня. Обґрунтовується думка про те, що ефективне реформування державного управління в Україні можливе тільки за умови комплексного, системного підходу до його реалізації, який повинен бути спрямований на утворення чітко визначених рівнів компетенції різних органів управління; прозорості механізмів державного регулювання і формування надійних методів зворотного зв’язку; утворення системи професійної підготовки управлінців та їх відбір; допомога у формуванні інститутів громадянського суспільства. З’ясовано, що невіддільним складником реформи в галузі регіонального управління є побудова системи державної служби, основним завданнями якої є створення умов для розвитку відкритого громадянського суспільства, захисту прав і свобод людини та громадянина.

The article analyzes the problems of organization of regional governance in the context of administrative reform in Ukraine. The basic democratic principles of independent Ukraine political organization are determined. The institutional foundations of the public authority organization at the basic and intermediate levels are investigated there. It is grounded that effective reform of public administration in Ukraine is possible only with a comprehensive, systematic approach to its realization, which should be directed at the formation of clearly defined levels of competence of different governing bodies; transparency of mechanisms of state regulation and the formation of reliable methods of feedback; formation of a system of professional training of managers and their selection; assistance in the formation of civil society institutions. It is stated that an integral part of the reform in the field of regional governance is the establishment of a public service system the main task of which is to create the conditions for the development of an open civil society, protection of human and civil rights and freedoms.
