Українсько–румунський кордон: стан, проблеми та перспективи розвитку

Abstract

У статті досліджено ефективність функціонування пунктів пропуску автомобільного пасажирського транспорту на українсько-румунському кордоні Солотвино, Тячівський р-н, поблизу смт Солотвино) та Дякове (Виноградівський р-н, поряд із с. Неветленфолу), рівня інфраструктури прикордонних територій. Аналіз показав, що два вказаних пункти пропуску мають схожі проблеми щодо: ефективності роботи митної, прикордонної служби (професійність кадрів, інформаційно-комунікаційне забезпечення, взаємодія двох державних служб); рівня інфраструктурного забезпечення; тривалості перетину кордону (особливо щодо пункту пропуску Солотвино). Додатково визначено проблемні аспекти облаштування прикордонних територій України, розташованих поблизу двох зазначених пунктів пропуску. Для вирішення цих проблем подано низку пропозицій, що пов‟язані з визначенням перспектив усунення черг на кордонах (відкриття нового пункту пропуску в м. Тячів з відновленням мосту в рамках українсько-румунського проєкту, створення системи електронних черг), покращення інфраструктури пунктів пропуску та прикордонних територій, рівня професійності, інформаційно-комунікаційного забезпечення тощо.

The statistical, comparative, systematic method was used to carry out this assessment. The article examines the state of efficiency of functioning of the points of crossing of road passenger transport at the Ukrainian-Romanian border (Solotvyno (Tyachivsky district, near Solotvyno township) and Dyakovo (Vinogradovsky district, near Nevetlenfolu village), infrastructure level (quality of the road surface, development of hospitality establishments, food). The analysis has shown that the two points of omission have similar problems with regard to: the efficiency of the customs, border services (professionalism of personnel, information and communication support, interaction of two public services); the level of infrastructure provision of the checkpoint; the length of the border crossing (especially regarding the Solotvino checkpoint). The problematic aspects of the arrangement of the border areas of Ukraine, located near the two specified points of intersection, which distinguish the quality of roads and other problematic territorial problems, are further identified. To solve the identified problems, a number of proposals related to the formulation of prospects for: elimination of border crossings (opening of a new crossing point in Tjachev with the reconstruction of the bridge within the framework of the Ukrainian-Romanian project, creation of a system of electronic queues) were identified; improvement of the infrastructure of checkpoints (involvement of local business environment representatives) and border areas (development of hospitality establishments, catering, improvement of their work quality); level of professionalism of customs and border guards, information and communication support of these services; improvement of the border area (road reconstruction) and more.
