Сутність економічної безпеки національного господарства та її характеристики

Abstract

Проаналізовано змістове наповнення таких категорій, як «безпека» й «економічна безпека», розглянуто підходи до їх визначення та з’ясовано, що поняття «економічна безпека» основане на базі визначень і принципів «безпеки». Розглянуто підходи до визначення сутності економічної безпеки та здійснено критичний огляд наукового доробку з цього питання. Зазначено, що вивчення економічної безпеки здійснюється на мікро, мезо та макрорівнях та встановлено основні характеристики, притаманні економічній безпеці залежно від рівня, на якому вона досліджується Слід відзначити, що найчастіше згадуються авторами, що дають визначення економічної безпеки на макрорівні соціально-економічної системи є стійкість, стабільність до впливу чинників. Ключові характеристики економічної безпеки розподілено на первинні та похідні. Зауважено, що первинні характеристики найчастіше згадуються авторами, що дають визначення економічної безпеки на різних рівнях соціально-економічних систем. Встановлено відмінність похідних характеристик від первинних залежно від того, яким є предмет дослідження науковця, що їх виокремлює. Доведено, що саме предмет дослідження визначає, які наслідки забезпечення економічної безпеки попадають в коло наукових інтересів дослідника. Представлено чітку залежність між цими характеристиками. Обґрунтовано ключові характеристики економічної безпеки з позиції функцій, які вона виконує у національній економіці. Запропоновано вважати зміцнення економічної безпеки як найбільш пріоритетний наслідок функціонування фінансового ринку та його сегментів з точки зору дослідження інтеграційної взаємодії між ними.

The content of such categories as "security" and "economic security" is analyzed, approaches to their definition are considered and it is found that the concept of "economic security" is based on the definitions and principles of "security". Approaches to defining the essence of economic security are considered and a critical review of scientific achievements on this issue is carried out. It is noted that the study of economic security is carried out at the micro, meso and macro levels and established the main characteristics of economic security depending on the level at which it is studied. It should be noted that the most frequently mentioned authors defining economic security at the macro level, stability to the influence of factors. The key characteristics of economic security are divided into primary and derivative. It is noted that the primary characteristics are most often mentioned by the authors, who define economic security at different levels of socio-economic systems. The difference between the derived characteristics and the primary ones is established depending on the subject of the researcher's research that distinguishes them. It is proved that the subject of the research determines what consequences of ensuring economic security fall within the scientific interests of the researcher. A clear relationship between these characteristics is presented. The key characteristics of economic security from the standpoint of the functions it performs in the national economy are substantiated: adaptation to the influence of environmental factors; elimination of negative consequences of environmental impact; resistance to external and internal influences (stability); avoidance of external and internal threats; reaction to the influences of factors; resistance to the destructive influences of internal factors; protection from environmental factors. It is proposed to consider the strengthening of economic security as the most priority consequence of the functioning of the financial market and its segments in terms of studying the integration interaction between them. It is established that the characteristic that reflects the purpose of economic security is adaptation to environmental factors, which can be achieved through protection from environmental influences (by avoiding external and internal threats), as well as through response to environmental influences (by resisting destructive influences or eliminating negative consequences). The result of economic security, which can be obtained by achieving the goal (adaptation to the influence of environmental factors) can be considered to increase resistance to internal and external factors.
