Аналіз причин та наслідків української трудової міграції

Abstract

У статті розглянуто проблеми міграційних потоків серед українського населення на сучасному етапі, визначено стан та динаміку основних показників цієї сфери. Сьогодні питання зовнішньої трудової міграції набуло масштабного виміру, однак інформація, яка подається у ЗМІ, зазвичай не відповідає реальному стану. У результаті дослідження обґрунтовано практичні рекомендації щодо вирішення проблеми міграції в Україні, зокрема якнайшвидше провести перепис населення, щоб оцінити кількість працюючих людей у країні та людей, які тимчасово або на постійній основі заробляють гроші за кордоном. Запропоновано основні напрями вирішення проблеми міграційних потоків українців: проведення реформ, зокрема поліпшення економічного становища України, збільшення заробітної плати та поліпшення системи охорони здоров’я, освіти, безпеки тощо. Також серед необхідних напрямів вирішення цієї проблеми – поліпшення соціального захисту українських працівників за кордоном, використання передового зарубіжного досвіду та його адаптація до вітчизняних реалій.

The article deals with the problems of migration flows among the population of Ukraine at the present stage, defines the status and dynamics of the main indicators of this industry; reasons for migration flows from Ukraine have been expanded to explain the causes of Ukrainian migration; the scientific and methodological bases of quantitative measurement of the impact of migrants' remittances have been improved. Due to the significant deterioration of employment opportunities in Ukraine and low wages, the issue of external labor migration has become widespread today, but the information provided in the media is usually not true. The study substantiated practical recommendations to address the problem of migration in Ukraine, in particular to conduct a population census in Ukraine as soon as possible, in order to estimate the number of working people in Ukraine people who temporarily or permanently earn money in foreign countries. All this will be reflected in the coordination of efforts in the process of solving the problematic aspects of Ukrainian migration between public authorities. Among the main directions of solving the problem of migratory flows of Ukrainians are reforms, in particular, improving the economic situation of Ukraine, increasing wages, and improving the health care system, education, security and more. Improved social protection of Ukrainian workers abroad is also identified as a necessary direction for solving this problem; development of state programs that will deal with the return and reintegration of long - term migrants, whose element should be business start - ups as the most promising way of investing the money earned by migrants into the Ukrainian economy. An important aspect in the process of solving these tasks is the need to use mirror statistics, in particular, the registers of countries where the largest number of Ukrainians go. The current methodology can be reviewed in the light of the opportunities that the newly created demographic and territorial community registers can provide. Additional estimates may be provided by existing fiscal service registers. It is also necessary to use now the best foreign experience and its adaptation to the domestic realities.
