Європейський досвід забезпечення управління відходами виробництва продукції сільського господарства

Abstract

У статті розглянуто головні аспекти управління відходами виробництва продукції сільського господарства в Європейському Союзі (ЄС). За об'єкт досліджень взято законодавчі та інституційні базиси управління відходами в країнах ЄС. Визначено головні нормативно-правові аспекти управління відходами виробництва продукції сільського господарства в ЄС. Побудовано схему управління відходами сільського господарства в ЄС. Розглянуто основні проблеми управління сільськогосподарськими продуктами: зменшення економічної ефективності підприємств, які займаються переробкою, та культури управління відходами в суспільстві. Проведено аналіз головних ризиків усіх підходів до управління відходами виробництва продукції сільського господарства в Європейському Союзі. Детально розглядаємо проєктні гранти та локальні підтримки розвитку управління відходами виробництва продукції в Європейському Союзі.

The article deals with the main aspects of waste management of agricultural production in the European Union (EU). The legislative and institutional bases for waste management in EU countries have been taken as the subject of research. Thus, the main regulatory aspects of waste management of agricultural production in the EU were identified. An EU agricultural waste management scheme has been established. The main problems of agricultural product management are considered: reduction of economic efficiency of processing enterprises and culture of waste management in society. Agricultural wastes are quite diverse, representing residues from various forms of growing and consuming fruits, vegetables, meat and fish. Agricultural production wastes are left behind after the production cycle and are not profitable in themselves, since the cost of collecting, transporting and storing them for most businesses is greater than their cost. Thus, the economic efficiency of enterprises that manage and recycle production waste is significantly reduced. It is important to identify the main approaches to the management of agricultural waste and the experience of its use in the European Union (EU). The experience of solving the problems of low economic efficiency of waste processing through investment and grant programs of international organizations is relevant. One of the most popular methods of waste management in the EU that needs to be implemented first of all in Ukraine is the separation of liquid and solid agricultural wastes with further dehydration and composting in fermentation systems. At the moment, these systems are quite widespread and innovatively developed, which has led to a large number of technological innovations in the field of fertilization. Methane fermentation is gaining popularity. Thus, the results of the study have shown the importance of effective management of EU agricultural waste. Project grants and local development strategies agreed by international institutions and the European Commission are a modern type of waste management. The levers of influence on agricultural enterprises present in EU institutions are in line with the level of development of agricultural processing in the EU, and a well-established administration system has made this development sustainable over the years. It should be noted that the EU agricultural production waste management system should become the basic model for further adaptation and implementation in Ukraine.
