Сучасні проблеми та шляхи вдосконалення фінансової системи України

Abstract

У статті розглянуто проблеми сучасної фінансової системи країни та особливості її формування. Визначено структуру фінансової системи та наведено шляхи її вдосконалення на основі європейського досвіду при проведенні асоціації між Європейським Союзом та Україною згідно стратегії розвитку України «Україна 2020» стратегія національної модернізації. Запропоновано реформування фінансової системи і насамперед у державних фінансах, зокрема, бюджетної та податкової систем, бюджетної та фіскальної децентралізації, що дасть змогу удосконалити систему державних фінансів і на їх основі здійснювати реформи фінансів усіх сфер, ланок і підсистем: фінансів суб’єктів господарювання, фінансів громадян, страхування, фінансового ринку. Вся фінансова система це єдиний цілий організм на рівні держави і якщо хоч в одній ланці або підсистемі виникають порушення фінансового законодавства, то відповідно, це порушує всю цілісність системи. Обґрунтовано проблеми фінансової системи України, а також необхідність її збалансування. Досліджено стан, шляхи стабілізації фінансової системи України та запропоновано напрями її реформування, насамперед, державних фінансів, враховуючи світовий досвід. В умовах глобалізації та циклічного розвитку економіки питання проведення реформ у фінансовій системі є своєчасним і необхідним. Визначено основні напрями реформування фінансового сектору для забезпечення його розвитку, зокрема через реформування фінансової системи України.

The article deals with the problems of the country's modern financial system and the peculiarities of its formation. The structure of the financial system is defined and the ways of its improvement based on the European experience in conducting the association between the European Union and Ukraine in accordance with the Ukraine 2020 Development Strategy of Ukraine "Ukraine" strategy of national modernization. It is proposed to reform the financial system and, above all, public finances, in particular, the budget and tax systems, budgetary and fiscal decentralization, which will make it possible to improve the system of public finances and, on their basis, to reform the finances of all spheres, units and subsystems: finances of economic entities, citizens' finances. , insurance, financial market. The entire financial system is a single whole organism at the state level and if at least one link or subsystem breaches financial legislation, then accordingly, it violates the entire integrity of the system. The problems of the financial system of Ukraine, as well as the necessity of balancing it, are substantiated. The state, ways of stabilization of the financial system of Ukraine are investigated and the directions of its reforming, first of all, public finances, taking into account world experience, are offered. The global financial system, including the Ukrainian financial system, is experiencing a complex financial crisis. In the context of globalization and cyclical economic development, the issue of reforms in the financial system is timely and necessary. The main directions of reforming the financial sector to ensure its development are identified, in particular through the reform of the financial system of Ukraine. It is determined that one of the problems for Ukraine today is the imbalance in budget expenditures and revenues, as well as a significant increase in government debt and irrational cost sharing. In our opinion, in order to address these issues, it is necessary to implement state control over the spending of funds, their expediency and to properly monitor the cash flows. At the same time, it should be mandatory to reduce the amount of borrowing to cover the budget deficit.
