Удосконалення фінансового регулювання дошкільної освіти в Україні

Abstract

У роботі пропонується науковий підхід до визначення місця і функції фінансового регулювання дошкільної освіти для забезпечення поліпшення освітнього рівня в країні та збалансованого фінансового розподілу ресурсів. На державне регулювання системи дошкільної освіти в Україні суттєво впливають особливості управління освітою, які залишилися ще від радянських часів. Зокрема, переважають методи планово-адміністративного розподілу ресурсів; панує принцип відшкодування витрат; планування відбувається від досягнутого рівня тільки у розрахунку на поточний фінансовий рік; типовою є дефіцитність кошторисів дошкільних навчальних заходів (ДНЗ ). Дослідження показало, що дефіцит державних фінансів на утримання дошкільних закладів уповільнює їхній розвиток. Наголошено на необхідності перегляду фінансового регулювання даної сфери та модернізації методів регулювання для подолання низки проблем і поліпшення ситуації. Проаналізовано досвід передових систем регулювання дошкільної освіти в зарубіжних країнах і можливість запровадження зарубіжного досвіду в Україні.

In Ukraine, the issues of development and financial provision of pre-school education are priority directions of the state policy in the field of education. However, the crisis of the economy, lack of state resources caused the functioning of education in the country, including pre-school, on the principle of limited budgetary funding. As a result of lack of financial resources allocated by the state, obsolescence of legal support and mechanisms of receiving and using of funds, the educational sector does not receive the necessary development. The current mechanism of financial support for pre-school education in Ukraine is characterized by low efficiency; forms and methods of allocation of budget funds for the provision of public services in the field of pre-school education are not focused on achieving high efficiency of budget expenditures. Methods of planning and administrative allocation of resources predominate; the principle of cost recovery rules; planning proceeds from the achieved level only in the calculation for the current financial year; typical is the deficit of the estimates of the pre-school educational institutions. It is emphasized in the article that the deficit of public finance for the maintenance of pre-school institutions slows down their development. The paper proposes a scientific approach to determining the place and function of financial regulation of pre-school education to improve the educational level in the country and the balanced financial distribution of resources. In this regard, it is advisable to use such a tool of regulation as a public-private partnership for the provision of pre-school education services. Using public-private partnerships, non-governmental preschool organizations and corporate preschool organizations can provide services in the field of preschool education. This paper highlights the need to review financial regulation in this area and modernize regulatory methods to overcome a number of problems and improve the situation. The article analyses the experience of advanced systems of regulation of pre-school education in foreign countries as well and the possibility of introducing foreign experience in the practice of Ukraine.
