Система пенсійного забезпечення в Україні : стан та перспективи розвитку з урахуванням досвіду зарубіжних країн

Abstract

У статті обґрунтовано неефективність сучасної пенсійної системи України в умовах демографічних та політично-економічних проблем країни. Проаналізовано динаміку чисельності загального, зайнятого населення та пенсіонерів в Україні, а також дефіциту бюджету Пенсійного фонду. Виявлено причини відсутності роботи Накопичувального державного пенсійного фонду як другого рівня вітчизняної системи пенсійного забезпечення. Проведено порівняльний аналіз систем пенсійного забезпечення окремих пострадянських країн та розглянуто особливості функціонування систем пенсійного забезпечення економічно розвинених країн світу. Автори зосереджують увагу на головній ролі накопичувальних складників, як загальнодержавних, так і добровільних, пенсійних систем економічно розвинених країн. Із метою наближення системи пенсійного забезпечення України до стандартів пенсійних систем цих країн пропонується в процесі її реформування використання досвіду зарубіжних країн саме у сфері функціонування накопичувальних складників пенсійної системи.

The article is devoted to the problems of becoming an effective pension system of citizens in Ukraine as an important element of the social policy of the state. The article deals with the current state of the pension system of Ukraine in the context of demographic, political and economic problems of the country. In particular, the authors investigate such problems as the tendency for permanent reduction of the general and employed population in the country in comparison with the number of pensioners, the constant deficit of the Pension Fund of Ukraine, the low level of payment of social pensions for the majority of citizens, and the lack of activity of the second level of the pension system - the national pension provision. The article analyzes the activity of participants of the third level of the pension system - non-state pension insurance, namely banks, non-state pension funds and insurance companies providing voluntary pension insurance in Ukraine. Using the method of comparative analysis, the peculiarities of the functioning of the pension systems of some post-Soviet countries, in particular, Ukraine, Belarus, Kazakhstan and Azerbaijan, were investigated. Particular attention is paid to Kazakhstan's pension system, created on the basis of the use of elements of the Chilean pension system. The article deals with the peculiarities of the functioning of the pension systems of certain countries of the world, in particular, the USA, Canada, Japan and Chile taking into account their basic elements. The authors include the retirement age for men and women, the duration of the introduction of the three-tier pension system, the size of the average social pension payment in the country, and the development of the cumulative component of each country's pension system. The article determines the practical significance of the obtained results and possible vectors for their application in the process of reforming the pension system in Ukraine draws conclusions and outlines directions for further scientific research to improve the functioning of the national pension system, taking into account the experience of foreign countries.
