Теоретичні основи управління земельними ресурсами та землекористуванням в умовах децентралізації влади

Abstract

Стаття присвячена аналізу впливу трансформаційних змін в адміністративній системі на особливості управління земельними ресурсами та землекористуванням. Встановлено, що Україна перебуває на другому етапі реформи децентралізації влади. Аналіз показав, що розвиток країни нерозривно пов’язаний з розвитком теорії управління земельними ресурсами та землекористуванням. Відзначено специфічність та важливість управління земельними ресурсами та землекористуванням для розвитку країни, а саме зазначено вплив управління на ефективне використання земельноресурсного потенціалу. Акцентовано увагу на тому, що ефективність системи управління земельними ресурсами та землекористуванням залежить від ефективності кожної функції управління. Крім того, це безперервний процес прийняття рішень щодо земельних ресурсів на різних рівнях управлінської діяльності. Запропоновано загальну структуру процесу управління земельними ресурсами та землекористуванням для реалізації в умовах децентралізації влади. Сформульовано визначення основних функцій та їх типів, які є чинниками кінцевого стану об’єкта управління.

The economic development of any country depends on the directions of transformation of land relations. In view of the fact that land is the main means of production in agriculture and forestry and the spatial basis of functioning of other industries. The indicators of economic development of Ukraine indicate its low efficiency, which, in the author’s opinion, is an imperfect governance structure of the elements of the country’s economy, the basic capital of which is land resources. In Ukraine, there are no appropriate governance measures for land protection, which in turn determines the development of soil degradation processes. The current state of ownership, use and disposal of agricultural land does not allow the transition to market mechanisms for the use of these resources, which leads to economic losses for the state. The article is devoted to the analysis of the impact of transformational changes in the administrative system on the peculiarities of land governance and land use. The specificity and importance of land management and land use for the development of the country were noted, namely the influence of management on the effective use of land resource potential. It is established that Ukraine is in the second stage of the power decentralization reform. The analysis showed that the development of the country is inextricably linked with the development of the theory of land governance and land use. Attention is drawn to the fact that the effectiveness of governance system of land resources and land use depends on the effectiveness of each of the governance functions. In addition, it is a continuous decision-making process with respect to land resources at different levels of governance. The general structure of the process of land resources and land use governance for implementation in the conditions of decentralization of power is proposed. The definitions of the basic functions and their types that are factors of the final state of the control object are formulated.
