Соціальний захист населення як важливий напрям соціальної політики держави

Abstract

У статті досліджено систему соціального захисту населення як важливу складову частину соціальної політики держави. Розкрито поняття соціального захисту населення та наукові підходи до визначення її сутності. Визначено основні джерела фінансового забезпечення соціального захисту населення. Проаналізовано напрями використання коштів на соціальний захист населення з місцевих бюджетів Чернівецької області. Показано, що виплата державної допомоги сім’ям з дітьми, малозабезпеченим сім’ям, інвалідам з дитинства, дітям-інвалідам та тимчасової державної допомоги дітям проводилась за рахунок субвенції, виділеної з державного бюджету. Визначено, що надання соціальних послуг є одним з найважливіших видів соціального захисту населення, який полягає у підтримці та супроводі громадян, які опинились у складних життєвих обставинах, а також допомозі щодо подолання таких обставин. Це дасть змогу максимально розширити коло надавачів соціальних послуг та ввести їх у правове поле. Доведено, що вдосконалення системи соціального захисту має відбуватися в напрямі формування економічних і соціальних інститутів, притаманних ринковим відносинам. Розроблено пропозиції щодо покращення системи соціального захисту населення, зокрема підвищення якості соціальних послуг.

The article is devoted consideration of features legislatively – normative and institutional providing of process of transformation of territorial organization of power in the context of reformation of local self-government. Certainly problems of the financial providing of activity of organs of local self-government. The estimation of level of financial possibility of the incorporated territorial societies of the Сhernivtsi area is conducted for 2019 and outlined potential of forming of new control system and development at local level. Such order of calculation of financial self-sufficiency of the incorporated territorial societies is given by possibility to model the budget of perspective society, define the necessity of analysis of backlogs for balancing of profits and charges, and also induces diversifications of sources of the financial providing of organs of local self-government to the search of ways. Well-off territorial society is such society, in which financial, infrastructural and skilled resources are sufficient for the decision of local self-government of questions of local value, foreseen a legislation its organs, in interests of society. Grounded, that one of major pre-conditions of stable development of territorial societies there is reformation of budgetary legislation in the context of material well-being the budgetary resources of organs of local-authority which will promote efficiency of implementation by them own and delegated plenary powers and will create terms for appearance of new points of the economy growing in regions. Certainly achievement of reform of local self-government in part of efficiency of management of the incorporated territorial society’s budgetary resources. A presence of sufficient budgetary resources in budgets at local level is the mortgage of that territorial society must possibility gives more high-quality services the habitants, to realize social and infrastructural projects, create terms for development of enterprise and finance the budgetary programs for the improvement of terms of dwelling of habitants of society. Outlined problem aspects of forming and development of the incorporated territorial societies in the conditions of financial decentralization. Directions of improvement of the legislative providing of process of territorial organization of power are offered on principles of decentralization and construction of financially self-sufficient territorial societies.
