Принципи формування організаційно-економічного забезпечення розвитку постійних пристроїв транспортних систем України на засадах мультимодальності

Abstract

У статті досліджено теоретичні аспекти функціонування постійних пристроїв транспортних систем України на основі мультимодальності. Визначено основи й перспективи розвитку транспортних терміналів та шляхів сполучення. Проведено аналіз законодавчого регулювання та стану розвитку мультимодальних перевезень в Україні. Визначено нормативно-правові, технічні, організаційні, фінансові, логістичні та інші чинники, які є передумовами розвитку постійних пристроїв транспортних систем на засадах мультимодальності. Досліджено досвід провідних країн щодо утримання й розвитку транспортних терміналів та шляхів сполучення. У статті вдосконалено принципи формування організаційно-економічного забезпечення розвитку постійних пристроїв транспортних систем на засадах мультимодальності.

The article explores the theoretical aspects of functioning of the permanent structures of transport systems of Ukraine on the basis of multimodality. The basics and prospects of development of the transport terminal and communication routes are defined. The transport system is one of the basic branches of the economy of Ukraine. However, today the transport system has the low level of development of the permanent structures of transport systems to ensure the proper volume of the multimodal transportation. This is caused by the imperfection of the regulatory and legal regulation of multimodal transport issues, the uncertainty of the strategic foundations of their development. The communication routes of Ukraine do not meet the world standards. There are not enough multimodal transport terminals in Ukraine. Due to the lack of state support and the lack of a favorable investment climate, there is no development of existing multimodal infrastructure facilities. The urgency of the problems of the permanent structures of transport systems of Ukraine on the basis of multimodality is also confirmed by the experience of the developed countries, where regional, national and transnational transport and logistics systems are being actively improved. The experience of leading countries in the maintenance and development of transport terminals and communication routes is explored. Despite the relevance of the issue of multimodal permanent structures development, most studies are focused on the problems of multimodal transportation, the interaction of different modes of transport at the transport terminal, but insufficient attention is paid to the multimodal permanent structures development. The article identifies regulatory, technical, organizational, financial, logistical and other factors that are the precondition for the development of permanent structures of transport systems of Ukraine based on multimodality. In the article it is improved the principles of formation of organizational and economic support for the development of the permanent structures of transport systems of Ukraine on the basis of multimodality.
