Соціально-економічні аспекти креативізації системи охорони здоров’я України

Abstract

Статтю присвячено вирішенню актуальної проблеми виявлення основних соціально-економічних проблем і перспектив креативного розвитку вітчизняної системи охорони здоров’я. Розкрито концептуальну сутність креативного процесу в медичній галузі, яка полягає у створенні нових наукових знань і перетворенні їх на соціально значиму інновацію, передбачає замкнений цикл, що складається з послідовних етапів втілення креативних підходів до вирішення наукового завдання створення нового медичного продукту. Проаналізовано перспективи розвитку програмних ініціатив інтеграції у Європейський дослідницький простір. Здійснено оцінювання публікаційної та патентної активності вітчизняних науковців, запропоновано інструменти її посилення. Для отримання релевантної інформації щодо якості креативного потенціалу наукових установ наукометричні показники міжнародної експертної системи запропоновано доповнити показниками фінансово-економічної діяльності.

The purpose of the study is to identify and systematize the main socio-economic problems and prospects for creative development of the national health care system. The current problems and challenges facing the national health care system are due to a number of reasons, among which are, first of all, the unsatisfactory state of social development and gaps in the institutional regulation of the scientific potential of the industry, which significantly impedes its structural transformation and creativity. From an economic point of view, the sustainable development of the health care system is a driver for improving the quality of human capital, which directly determines the urgency of finding reserves for increasing its scientific component. A systematic approach was used to achieve the objectives of the study, according to which the socio-economic nature of the problems and prospects for the creation of the healthcare system was analyzed in a coherent and i nterdependent way. Methods were also used: synthesis and analysis, comparison, statistical and system-analytical. The conceptual essence of the creative process in the medical field, which is to create new scientific knowledge and turn it into a socially significant innovation and provides a closed cycle consisting of successive stages of the implementation of creative approaches to solving the scientific problem of creating a new medical product. Prospects for the development of programmatic initiatives for integration into the European Research Area are analyzed. The publication and patent activity of domestic scientists has been evaluated and instruments for its strengthening have been proposed. In order to achieve the goals of integration of the university and academic scientific community, it is proposed to create joint scientific-educational conglomerations in the form of a system of research medical universities. It also noted the need to implement world standards in the university’s publication policies and activities in the field of security rights. In order to obtain relevant information on the quality of the creative potential of scientific institutions, scientific-metric indicators of the international expert system are proposed to be supplemented with indicators of financial and economic activity.
