Інституціоналізація розвитку закладів вищої освіти на засадах соціальної відповідальності

Abstract

Динамічний характер інституціоналізації та визнання необхідності постійних трансформацій призводять до зміни ролі закладів вищої освіти (ЗВО). Водночас розвиток ЗВО на засадах соціальної відповідальності дасть змогу реалізувати їхню соціальну функцію та забезпечити позитивний вплив на розвиток регіонів їх присутності та суспільство у цілому. Одним з індикаторів рівня соціальної відповідальності ЗВО є міжнародні рейтинги, які в умовах глобальної конкуренції ЗВО дають змогу підтримувати та набувати статусу та впливу. У статті запропоновано класифікацію основних рейтингів ЗВО та проаналізовано присутність у них українських ЗВО. Кожний рейтинг можливо застосовувати для прийняття відповідних рішень адміністраціям ЗВО, управлінцям усіх ланок та освітнім експертам. Зрозуміло, що жоден ЗВО не здатний бути найкращим з усіх критеріїв та показників, оскільки кожний ЗВО є унікальним. Відповідно, необхідним є розуміння специфіки та потенціалу ЗВО, що відображається в місіях, тому у статті наведено порівняльну характеристику місій 16 ЗВО, які представлені в основних рейтингах та розмістили місії на власних сайтах. Кожний рейтинг здатний позитивно вплинути на розвиток ЗВО за умови, що отримання місця в рейтингу не є самоціллю. Відповідно, залежно від вибраних пріоритетів розвитку ЗВО результати рейтингів можуть відображати ступінь досягнення даних пріоритетів.

The dynamic nature of institutionalization and the recognition of the need for ongoing transformation are changing the role of higher education institutions (HEIs). At the same time, the development of HEIs on the basis of social responsibility will allow to realize their social function and provide a positive impact on the development of the regions and society as a whole. One of the indicators of the level of social responsibility is the international ranking, which in the conditions of global competition of the HEIs allow to maintain and gain status and influence. The article offers a classification of the main HEIs rankings and analyzes the presence of Ukrainian HEIs in the rankings. It’s important to keep in mind that rankings are only indicators of success in specific areas of activity. There are various national and international HEI rankings that have different priorities (reputation and attractiveness for foreign teachers / students, impact on society, assessment of research potential, the competitiveness of graduates, capacity and efficiency of the HEIs site, and impact on sustainable development). The users of the rankings are applicants and their parents, HEIs administration, partners (foreign HEIs, business representatives), the Ministry of Education and Science of Ukraine, etc. Each ranking can be used to make appropriate decisions for HEIs administrations, line managers and educational experts. It is clear that no HEI is capable of being the best of all criteria and indicators since each HEI is unique. It is necessary for development to understand the specificity and potential of the HEI, which is reflected in the missions. Therefore, the article gives a comparative description of the missions of the 16 HEIs, which are represented in the main rankings and placed missions on their own sites. Therefore, HEIs that are not able to determine their uniqueness reduce the success of implementing their own development strategies, as a consequence, not represented in the rankings. Each ranking can have a positive impact on the development of the HEI, but getting ranked should not be an end in itself. Accordingly, depending on the selected priorities for the development of the HEI, the results of the rankings may reflect the degree of achievement of these priorities.
