Оцінка соціального розвитку сільських територій в Україні

Abstract

У статті здійснено оцінку соціального розвитку сільських територій в Україні. Проаналізовано соціальні показники в розрізі регіонів України. Виявлено, що зменшення чисельності сільських жителів відбувається внаслідок природного скорочення та трудової міграції. На основі статистичних даних визначено, що рівень життя сільських мешканців нижчий, аніж міських. Звернено увагу на те, що на сільських територіях відбувається швидке скорочення зайнятості населення. Виявлено, що в Україні дошкільними закладами освіти охоплено лише 41% сільських дітей. Однією з проблем розвитку сільських територій визначено скорочення кількості дошкільних, лікувально-профілактичних закладів та закладів культури. Звернено увагу на необхідність розроблення та запровадження концепції диверсифікації розвитку сільських територій із метою поліпшення якості життя сільського населення.

The relevance of this study is due to the fact that in the conditions of reform of decentralization of power opportunities for rural development. Against this background, a timely comprehensive assessment of the social development of rural territories will help identify the main problems faced by rural residents with a view to developing diversification of development in these territories. The purpose of the article is to assess the social development of rural areas in Ukraine. The methodological foundations for the social development of rural areas are based on the fundamental principles of economic theory, classical and contemporary theories of regional economy, and so on. In the course of the study, common methods of study were applied in economic science: scientific generalizations and economic and statistical methods. The information base of the article was official materials of the State Statistics Service of Ukraine, reporting and analytical information of national organizations and scientific works of national authors. Social indicators by region of Ukraine are analyzed. The author argues that an important social parameter for rural development is the overall increase (reduction) of rural population. It was found that the decline in rural population is due to natural decline and labor migration. The study has confirmed that the living standards of rural residents are lower than urban ones. The analysis has shown that in rural areas there is a rapid decline in employment. The study revealed I that less than half of rural children are enrolled in pre-school educational institutions in Ukraine. One of the problems of rural development is the reduction of the number of pre-school, health care and cultural institutions. The results of the study indicate that the need to develop and implement the concept of diversification of rural development in order to improve the quality of life of rural populations. The analytical provisions of this study can be used to make practical decisions by heads and specialists, state government bodies, local self-government bodies to work out trends of diversification of rural development.
