Мягкое управление в разрешении экономических противоречий

Abstract

Статья подготовлена для характеристики основной направленности и диапазона возможностей мягкого управления в разрешении экономических противоречий. Осуществленный анализ выявляет расхождения в путях разрушительного и конструктивного развертывания различий. В качестве путей конструктивного использования противоречий рассмотрены принцип и механизмы «превращенных форм». Реализация обратных связей позволяет проводить целенаправленный курс как на стабилизацию тенденций развития социально-экономической целостности, так и ее функционирования «вразнос», выдвигая задачи локализации, затухания или же, напротив, усиления и акцентирования определенных свойств и процессов. Одновременно необходимость расширения поля творчества, как массовидности, так и сфер охвата, предопределяет активизацию задействования организационно-управленческих ресурсов коррекции социально-экономических траекторий. Соответственно, для преодоления кризисности совершенно недостаточно каких-либо частных усовершенствований; плодотворность антикризисного управления является функцией от их вписанности в действия в «коридоре свободы», открытом межпарадигмальным переходом. Вместе с тем как программирование грядущих социально-экономических процессов, так и управление тенденциями нынешней хозяйственной жизни ресурсами общественного стратегического дизайна коррелирует с особенностями постсовременности как среды моделей и практик формирования чернового наброска будущего, создания его замысла и выявления намерения, наиболее обостренно проявляясь именно в период форсированных трансформаций.

The article is prepared to characterize the main direction and range of opportunities for soft management in resolving economic contradictions. The carried out analysis reveals divergences in the ways of destructive and constructive development of differences. The principle and mechanisms of “transformed forms” are considered as ways of constructive use of contradictions. The realization of feedbacks makes it possible to carry out a focused course both on stabilizing trends in the development of socio-economic integrity and on its functioning “peddling”, putting forward the tasks of localization, attenuation, or, conversely, enhancing and emphasizing certain properties and processes. At the same time, the need to expand the field of creativity: both mass character and spheres of coverage – determines the activation of the use of organizational and managerial resources for the correction of socio-economic trajectories. As a result of the study, it was shown that the problems facing humanity nowadays are paradigmatic in nature, respectively, separate solutions and improvements of conflicts’ reconciliation are not enough; the fruitfulness of anti-crisis management is a function of their integration into actions in the “corridor of freedom” opened by the inter-paradigm transition. At the same time, both the programming of future socio-economic processes and the management of trends in the current economic life by the resources of public strategic design correlate with the peculiarities of postmodernity as an environment of models and practices for the formation of a rough draft of the future, the creation of its purpose and the identification of intent, most clearly manifested during the period forced transformations. Effective methods of socio-economic programming of processes and the post-global transformation itself, and of individual events / trends during forced changes, are oriented towards stability and development of personality qualities, a measure of mutual resonance of social and individual choice. In our opinion, this study can be applied both in teaching at university courses and in the practice of protecting national interests in reforms’ carrying out.
