Аналіз показників цифрової трансформації національної економіки на основі міжнародних індексів

Abstract

У статті проведено трендовий аналіз показників цифрової трансформації управління національною економікою України, наведених у міжнародних індексах, з метою виявлення сильних і слабких сторін мережевої готовності країни, оцінки попиту і пропозиції у сфері ІКТ, рівня залучення суб’єктів економічних відносин до використання цифрових технологій, перспектив розвитку цифрової економіки та її впливу на досягнення цілей сталого розвитку. У якості інформаційної бази було обрано чотири міжнародних індекси: глобальний індекс мережевої взаємодії; світовий рейтинг цифрової конкурентоспроможності; індекс мережевої готовності; глобальний індекс інновацій. Визначено, що наразі вплив внутрішніх чинників цифрової трансформації управління національною економікою переважно є негативним.

The article presents a trend analysis of the indicators of digital transformation of the management of the national economy of Ukraine, given in international indices, in order to identify the strengths and weaknesses of the country's network readiness, assess the supply and demand in the ICT field, the degree of involvement of economic entities in the use of digital technologies, the prospects for the development of digital economy and its impact on the achievement of sustainable development goals. As an information base, four international indices were selected: the Global Connectivity Index (GCI) - to assess the indicators of investment in the ICT sector, ICT maturity and indicators of the development of the digital economy of Ukraine; World Digital Competitiveness (WDC) - to assess the level of development of digital technologies that contribute to the transformation of public administration, business models and Ukrainian society as a whole, the Network Readiness Index (NRI) - to assess the effectiveness of the processes of integrating people with technologies and effective management structures; The Global Innovation Index (GII) - to assess the availability of innovative potential and the conditions for its implementation. It is determined that while the influence of the factors of digital transformation of national economy management is predominantly negative, due to the unsatisfactory level of supply of products. ICT companies and services; unsatisfactory demand for artificial intelligence software, Internet of Things technologies, secure Internet servers, new mobile applications; low level of e-commerce transactions; declining market capitalization indicators, raising venture capital, intellectual property revenues and fees for its use; negative dynamics of the network readiness of the economy, which is associated with the lack of registration of Internet domains, low participation in the development of IT projects through the GitHub web service, deterioration of privacy protection indicators, use and access to ecological fuels. Prospects for further research in this direction are to be the identification of the most influential external and internal factors contributing to an increase in the productivity of transformation processes.
