Інноваційна спроможність та інституційна готовність економіки України у міжнародних порівняннях

Abstract

У статті запропоновано підхід до визначення напрямів державного регулювання інноваційної діяльності на основі оцінювання інституційної готовності та інноваційної спроможності економіки України. Проведено динамічний аналіз зміни показників Глобального індексу інновацій та його складових частин на основі міждержавного порівняння. Виявлено, що Україна за останні роки демонструє різке зростання інноваційної ефективності переважно за рахунок реалізації наявного інноваційного потенціалу. Проаналізовано досвід інноваційної політики європейських країн та Китаю. Наголошено на необхідності підвищення ефективності діяльності уряду щодо інноваційної діяльності, виконання чинних законів щодо фінансування науково-дослідних розробок, підвищення видатків на науку з держбюджету. Також необхідно посилити захист прав інтелектуальної власності, удосконалити організаційно-правові засади їх реєстрації та передачі.

The article proposes an approach to determine the directions of state regulation of innovation activity based on the institutional readiness and innovation ability of the Ukrainian economy. A dynamic analysis of the Global Innovation Index indicators and its components based on interstate comparison changes has been carried out. Showed that Ukraine has sharply increased in innovation efficiency in recent years, mainly due to the realization of existing innovation potential. The up-to-date organizational and economic principles of intensifying innovation in Europe were analyzed. Revealed that European integration has led to positive institutional, regulatory changes in state regulation of innovation in Ukraine. The author considers it expedient to continue cooperation with the EU in terms of bringing existing laws and regulations into ratified agreements with the EU in accordance with Ukraine’s European integration strategy. Moreover, in the article China’s experience in innovation and technology transfer was analyzed and proposed the introduction of tools to support innovative small businesses, science and technology parks, and venture companies, to expand lending to innovative businesses. The author notes that the main restraining factors of innovation processes in Ukraine are unstable government policy, deregulated organizationa structure of the innovation system, regulatory immaturity, fragmentation and inconsistency of legal regulation, institutional foundations of innovative entrepreneurship. Necessarily to stabilize the political situation on the basis of improving the electoral system and increase the level of competence of specialists in the executive branch. Emphasized the needless to increase the efficiency of government activities in innovation. In particular, it is necessary to implement the current laws on the financing of research and development, to change approaches to the financing of science, to increase expenditures on science from the state budget. It is also necessary to strengthen the protection of intellectual property rights, improve the organizational and legal framework for their registration and transfer.
